Reporting to a Senior Manager of Housing, the Project Operations Manager (POM) is responsible for the management and general operations of the Victoria Projects (including Johnson Street Community, Arbutus Shelter, Douglas Street Community, Juniper, The Supportive Recovery Program and The Soleil.) This position works alongside the other Victoria POMs to ensure consistency and stability across the Victoria buildings. The POM performs regular assessment, tracking, reporting, and follow up of third-party repairs and maintenance responsibilities and provides direction to all staff working in the Victoria Continuum.
This role requires regular hours worked on site, as well as response to emergent calls in these and other projects as needed. As an excluded Manager, the POM is responsible for supporting, coaching, training, and if necessary, disciplining CUPE 5536 staff.

KEY RESPONSIBILITIES
The job includes, but is not limited to, the following:
Responsible for communicating job expectations, training, mentoring, coaching and developing staff. Provides work direction, assignment of duties and conducts regular employee evaluations.
Investigates work conduct and staff performance issues to facilitate remedial action of progressive disciplinary action - up to and including termination.
Participates in grievance processes and other labour relation matters when necessary.
Responsible for updating and maintaining staffing schedule, doing advance shift call outs, and communicating scheduling conflicts and needs to the scheduling team.
Responsible for staff timesheet punches and shift adjustments.
Monitors and follows up on staff attendance in accordance with the Collective Agreement.
Works alongside other POMs to continually asses and develop procedures that meet the needs of residents and staff across our continuum.
Collaborates with the senior managers to review and create job descriptions and job postings as necessary.
Assesses resident needs for a safe, supportive, respectful and quality environment and supports staff to initiate and manage day-to-day services designed to meet these needs.
Responsible for the effective and supportive communication between staff, residents, community agencies, and service providers.
Ensuring that the daily delegation of labour is in alignment with larger goals working towards resident care and stability
Liaises with partner organizations and outside agencies in supporting residents' access to community-based services including health care, social services, financial aid, and supportive employment.
Responsible for facilitating the completion of daily tracking sheets (i.e., BC Housing Connections, honourarium, vacancy reports).
Responsible for ensuring all resident intake forms are completed upon the arrival of a new residents
Responds to escalated resident concerns and complaints.
Initiates a coordinated response in crisis situations and immediately notifies senior management.
Ensures that the buildings are consistently well-maintained and the PHS policies such as health checks and guest sign-in are fully complied with.
Prepares for annual building reviews and ensures that Violence Risk Assessments (VRAs) are up to date.
Identifies building issues and works to ensure building operations are of a high quality.
Maintains the overall Occupational Health and Safety (OH&S) Program, ensuring all staff are properly trained and operating in accordance with the law and established best-practice.
Represents the Employer at OH&S sub and central committees as needed.
Oversees specific project budgets responsible for monitoring expenditures, performing variance analysis, and reporting to senior management.
Prepares assigned building sites for City of Victoria fire and building maintenance inspections.
Facilitates WorkSafe and OH&S inspections, incident reviews, and follow-up
Other duties as required.
QUALIFICATIONS / EXPERIENCE
Five to seven years of management experience, unionized management experience prioritized.
Bachelor's degree in a relevant area or equivalent experience.
Knowledge of budget management.
Extensive knowledge of the RTA along with RTB processes and ability to navigate systems in support of residents (Adult Care Act, Coroner Services etc.)
Demonstration of superior interpersonal skills with a preference to working as a part of a team.
Proven ability to be highly self-motivated, demonstrate initiative and recommend changes, when required to improve operations.
Ability to exhibit cultural sensitivity and empathy with excellent communication and conflict-resolution skills.
Excellent judgement in crisis situations.
Strong knowledge and practical understanding of harm reduction approaches.
Candidate must undergo a criminal record check and must be eligible to work in Canada.
This is an excluded, full-time position.
