Supervisor (winter Maintenance)

Job Description

We are seeking dedicated and experienced winter maintenance supervisors to oversee and coordinate complex snow-clearing operations across the City of Toronto. Reporting directly to the area superintendent, the supervisor will manage multiple road and sidewalk plowing and salting operations. The ideal candidates will have extensive experience in winter maintenance supervision and will use their expertise to develop operational strategies that ensure timely and high-quality completion of tasks across various city infrastructure types. This role requires advanced operational planning skills and the ability to solve complex logistical problems in a dynamic, multi-stakeholder urban environment. Successful candidates must be available 24/7 for the duration of their contract.

Key Responsibilities:



Utilize in-depth knowledge of assigned contracts to ensure timelines for operational completion are met. Manage winter maintenance operations, including sidewalk plowing and salting, local road plowing, bike lane maintenance, anti-icing, arterial and collector road plowing/salting, and snow removal. Communicate service level expectations clearly and effectively to all staff. Monitor depot sign-in/sign-out records and ensure appropriate staffing levels at all times. Plan and coordinate staffing needs, maintaining a detailed roster of call-in operators. Attend the field before, during, or after snowfall events and training sessions to monitor and address any issues related to winter operations. Supervise staff at winter maintenance depots and ensure safety compliance. Maintain the safe operation of the depot, arranging for services or repairs as necessary. Conduct Health & Safety meetings with field staff and ensure all records and meeting minutes are maintained. Attend and actively participate in internal staff and City of Toronto meetings. Coordinate with depot mechanics and the fleet manager to arrange third-party equipment repairs. Ensure all staff complete daily pre-trip inspection reports and document equipment issues. Review and submit staff hours to payroll/operations on a daily/weekly basis. Ensure timely and accurate submission of all required paperwork and documentation. Monitor GPS functionality continuously in real-time. Safeguard materials, tools, and equipment while managing staff performance, including evaluations, discipline, training, and development. Manage attendance, accident, and other records for all staff. Ensure daily salt inventory is updated and dispatch remains in constant communication with the City of Toronto. Review and confirm all City of Toronto callouts before deploying infrastructure or equipment. Ensure correct records and documentation are used by all depot staff, including supervisors, operators, drivers, and dispatchers. Manage and direct the call-in system (e.g., TeamSense) to prepare and gather information related to snowfall events or training sessions.

Qualifications/Skills:



Thorough knowledge of relevant safety, labor, and construction acts and codes. Familiarity with the Occupational Health and Safety Act, its regulations, and associated hazards. Knowledge of the COR health & safety program is an asset. A Class "DZ" driver's license is an asset (Ontario commercial licenses with Z endorsement after Sept 1, 2023, require a certificate of completion for the new module). Confined Space Training and other safety-related training are assets. Experience operating heavy construction equipment (such as loaders and graders) is an asset. Minimum of 3 years of experience in winter plowing, salting, or as a crew foreman. Knowledge of plowing and salting techniques for unique infrastructure (e.g., cul-de-sacs, intersections, bridges, shoulders, expressways, cycle tracks, bus stops, hills, and railroad crossings) is preferred. Understanding of the City's By-Laws related to the public right-of-way is an asset. Ability to work outdoors in various conditions for extended periods. Strong attention to detail and excellent organizational and communication skills. Ability to lift and move 25 to 50 pounds. First Aid Certification is required. Ability to follow OHSMS Policies, Procedures, Practices, and all applicable legislation.
