Job Summary:





Reporting to the Manager, Municipal Licensing & Standards (MLS), the Supervisor will supervise multi-disciplined enforcement programs and ensure effective delivery of municipal by-law enforcement by a team of Municipal Standard Officers in the areas of property standards, zoning by-laws, noise by-laws, licensing by-laws, waste collection by-laws, Parks by-laws and other related codes, regulations, and legislation.


Major Responsibilities:




Supervises, coaches and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance. Encourages continuous learning and innovation in others. Supervises the day-to-day operation of all assigned staff including the scheduling, assigning, and reviewing of work to ensure compliance with health and safety policies and all performance measures are met. Utilizes management reports to measure results. Supports enforcement programs including targeted enforcement approaches to ensure a strong collaborative approach is utilized for most effective results. Demonstrates and encourages a strong customer service focus and ensures the management team and all clients are updated on actions and outcomes. Authorizes and coordinates vacation and overtime requests. Evaluates staff performance, hears grievances, and recommends disciplinary action when necessary. Mentoring and monitoring of MSO field performance, including customer service interactions, dealing with escalated and/or complicated complaints, and oversight of remedial action work undertaken by front line staff. Supports the development and execution of a quality assurance program, ensuring the consistency and appropriateness of staff's work records. Reviews investigation files, memo-books, application files and license issuance process to ensure completeness. Assists staff in the preparation of evidence for presentation before the Courts, Property Standards Committee, and the Toronto Licensing Tribunal. Prepares correspondence and assists in preparation of reports to City Council, Standing Committees, Community Councils and Tribunals on specific issues related to Municipal Licensing & Standards. Reviews applications and issues business licenses or permits for road allowance activities including vending, marketing, and cafes/patios and for structures such as canopies, awnings, and enclosures etc. Represents the Division in dispute resolution relating to by-law enforcement, and liaises with citizens, rate payer's associations, tenant associations, contractors, lawyers, and engineers with respect to municipal law enforcement and licensing programs. Provides supervision to officers working shifts and reports to the work site in emergency situations and during special events. Authorizes the seizure of goods, signs, vendor equipment and vehicles as a tool for enforcing by-laws and codes relating to illegal operation on City Property or the road allowance. Ensures the maintenance and safe storage of seized goods and vehicles, their proper return or disposal in accordance with City policies. Collects of fees, invoicing, polling residents, public notification, and the preparation of drawings in connection with the road allowance responsibilities around vending, marketing and boulevard leasing activities. Oversees all aspects of licensing issuance programs including the handling of cash receipts, scheduling of trades examinations and applicant interviews. Represents the District Manager in his/her absence at Community Council, Committee meetings and public meetings.



Key Qualifications:





Post-secondary education in a professional discipline pertinent to the job function (i.e., business administration, public administration, leadership, law, police/investigation foundations, or regulatory compliance) and/or the equivalent combination of education and experience.

Considerable experience in the supervision or leadership, coaching and coordinating in complex, fast-paced, and politically sensitive environments.

Experience in developing polices and procedures, implementing or leading programs or projects/initiatives as well as drafting reports and/or briefing notes.

Experience in a regulatory compliance and enforcement environment, including conducting investigations/inspections, applying and interpreting municipal, provincial, or federal legislation.

Must possess and maintain a valid Province of Ontario Class "G" Driver's License and the ability to obtain the City's Operating permits and requirement.

Ability in applying issues management strategies, de-escalation techniques, and a customer-service focused approach in interactions with the public, stakeholders, and political representatives.

Strong political acuity and the ability to effectively respond to politically sensitive situations with professionalism, diplomacy, and tact.

Ability to maintain effective working relationships with community groups, stakeholders, elected officials, senior managers, and other stakeholders.

Ability to communicate, both orally and in writing, throughout all levels of the organization.

Ability to exercise independent judgment and discretion in dealing with confidential or sensitive matters.

Ability to coordinate the work of assigned teams to ensure effective customer service while handling day-to-day labour relations matters.

Ability to utilize a variety of computer software such as: Microsoft Word, Excel, IDMS or business or case management programs and other relevant programs used to support the division's core requirements.

Ability to work on a shift schedule if required.

Strong analytical and problem-solving skills, with the ability to develop effective solutions by making recommendations based on thorough research, equity consideration and broad content knowledge.

Sound knowledge of municipal operations, council proceedings, and divisional issues.

Familiarity with Ontario statutes, including knowledge of the Occupational Health and Safety Act and regulations, collective agreements and related labour legislation.



Familiarity with or ability to support representation at Committees and/or Tribunals (e.g., municipal, provincial, federal, AGCO) will be considered an asset
