Job Description




POSITION SUMMARY: Under the direction of the Manager and as a member of the Development Services Division Management Team, the Supervisor is responsible for ensuring the effective and efficient operation and delivery of the services by the Inspection Unit. In addition, the Supervisor participates in the supervision of the Plans Examination & Permits Unit staff in accordance with the direction set by the Manager.

DIVISIONAL RESPONSIBILITIES:

  • Participates as a member of the Development Services Division management team by providing input into Department organizational and operational reviews, human resource management, budget issues, technical matters and major issues management. Also participates by providing input into the identification and development of Departmental policies, strategic initiatives, projects, and priorities.
SECTIONAL RESPONSIBILITIES:
  • Supervises the direction and day-to-day operation of the Inspections Unit and participates in the supervision of the Plans Examination & Permits Unit in accordance with the direction set by the Manager.
  • Serves as the Deputy Chief Building Official for the City of Thunder Bay and acts as the Chief Building Official in the absence of the Manager.
  • Maintains thorough knowledge of legislation, regulations and by-laws governing building construction.
  • Ensures that field inspection services are provided in an efficient and effective manner and that compliance with the Ontario Building Code and other applicable law is achieved, and takes appropriate action with respect to enforcement as required.
  • Supervises the administration of the City\xe2\x80\x99s Backflow Prevention Program in accordance with the Waterworks By-law.
  • Participates with the Manager in planning and implementing short- and long-range goals and objectives, projects, and work priorities.
  • Assesses Unit staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
  • Supervises Unit staff including staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, discipline and termination decisions.
  • Develops, administers, and maintains Unit procedures consistent with Corporate and Departmental objectives.
  • Prepares information, reports, letters and memoranda to the Manager.
  • Participates with the Manager in the development of the annual operating budget for the Division; participates in the preparation of the capital budget; participates in budget administration and control.
  • Participates on committees and cross-functional teams as appropriate.
  • Liaises with and responds to inquiries from internal divisions/departments, other municipalities and levels of government/agencies, builders, the development community, and the general public; maintains appropriate media relations on issues relating to the Building Section.
  • Performs such other related duties as may be assigned.
STATUTORY & LEGISLATIVE RESPONSIBILITIES:
  • Exercises powers with respect to the enforcement of the Building Code Act and its regulations.
  • Perform duties in accordance with the standards established by the applicable code of conduct.
QUALIFICATIONS:

Education/Experience:
  • Degree or diploma in a building construction-related discipline and registration as a professional engineer, architect, engineering or architectural technician or technologist together with five years\xe2\x80\x99 work-related experience;
  • Successfully completed the examination program \xe2\x80\x9cPowers and Duties of CBO\xe2\x80\x9d as administered or authorized by the Ministry of Municipal Affairs and Housing
  • Experience in a supervisory capacity
  • Demonstrated knowledge of the various components of human resource management
  • Knowledge of and ability to interpret applicable municipal by-laws, provincial legislation and related regulations; specifically the Ontario Building Code Act and its regulations, and other construction codes and standards
Skills/Abilities:
  • Ability to communicate effectively and concisely, both orally and in writing
  • Ability to deliver presentations to a variety of audiences and to skilfully handle on-the-spot questions from senior officials, members of City Council, special interest groups, and the media
  • Ability to establish and maintain effective working relationships with superiors, subordinates, co-workers and customers
  • Ability to identify, understand, and meet/exceed the requirements of internal and external customers
  • Strong project/time management, analytical/critical thinking, problem-solving, and decision-making skills
  • Strong leadership skills, including the ability to direct, motivate, evaluate, and recognize staff; proven ability to share skills and knowledge with others
  • Proven conflict management abilities and mediation skills.
  • Proficiency with office computer equipment and software.
  • Competent within the meaning of the Occupational Health and Safety Act.
CONDITIONS OF EMPLOYMENT:
  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
  • Must maintain any and all certifications required by the Province of Ontario to perform the duties associated with this position
