This is complex supervisory inspection and regulatory work in directing the activities of a small group of technical subordinates engaged in the inspection of electrical installations to ensure compliance with city standards and bylaws and applicable acts and regulations. The work involves performing electrical inspections, checking plans as required; authorizing acceptance of projects with minor infractions not affecting safety considerations; providing advice, assistance and information to a variety of internal and external contacts; coordinating activities of the Section with various internal and external bodies; representing the Department or City on advisory committees and participating in the drafting of desirable by-law amendments. In addition, an incumbent develops and implements work programs, budget proposals, standards, policies and procedures pertinent to the Section. The position works under minimal supervision and exercises considerable independence of judgment and action in the technical and supervisory aspects of the work, discussing difficult problems and policy matters and proposed enforcement actions (e.g. issuing tickets, stop work orders) with a superior. Performs related work as required.
Qualifications for this position include completion of Grade 12, supplemented by technical courses related to the work, completion of recognized Electrical trade apprenticeship and considerable experience in related inspectional regulatory trades and supervision as an Electrical Inspector 2; or an equivalent combination of training and experience. An incumbent will need to have thorough knowledge and work-related experience with design, construction, inspection methods, practices, materials, tools and equipment used in the electrical trade including electrical power distribution, emergency power and site/street/subdivision lighting as well as building services (power, light, communications, fire alarm). In addition, thorough knowledge and work experience with the Safety Standards Act, Electrical Safety Regulation, Canadian Electrical Code, and all other electrical bylaws is required. The successful applicant will also need to have considerable work experience directing an effective inspectional and enforcement program as well as planning, assigning, supervising, training, checking and evaluating the work of a small group of subordinates. The ability to read, understand and interpret plans and specifications; recognize technical requirements and suggest and enforce changes or corrections; to enforce codes, regulations and by-laws firmly, tactfully and with full authority and to establish and maintain effective working relationships with subordinates, other municipal staff, architects, tradesmen, contractors, engineers and various other internal and external contacts is required. The incumbent will also work to establish and maintain effective working relationships with the public, employees, unions, contractors, engineers and trades people as well as effectively represent the Department or City in various meetings and on committees. An Inspector\xe2\x80\x99s Certificate of Qualification as a Safety Officer from the BC Safety Authority, a Certificate of Registration Journeyman Electrician, and a valid Driver\xe2\x80\x99s License for the Province of British Columbia are required for this role.
