Join our section extended leadership team as a Supervisor, Auxiliary Structures, a vital role operating with collective leadership accountability to drive the strategy and success of the unit. This position is responsible for implementing the human, social, technical, and operational systems to manage a key municipal program focused on the inspection, repair, and maintenance of auxiliary assets, which mainly includes; fencing, bollards, stairs, sound walls, jersey barriers, retaining walls, and graffiti removal.
You will be accountable for the resource planning, execution, and financial management of a substantial budget, with additional capital/recoverable work, while directly supervising a small team of staff and overseeing a large seasonal workforce of in-scope staff. The role's focus has varying seasonal demands: during the main execution season, you will ensure the effective and efficient delivery of all Auxiliary operations projects and maintenance; during the Winter season, you will lead a smaller maintenance team as well as the planning and preparation for the following year. This includes aspects such as; developing the Program Work Plan, establishing budget plans, coordinating with partner groups, and creating essential documentation.
What will you do?
Supervises a diverse work group with full authority for independent decision-making over people, finances, and operations
Directly supervises a small team and is accountable for a large seasonal workforce (40-60 unionized staff in summer) during execution and planning seasons
Leads, establishes, and exemplifies the desired culture, ensuring commitments are translated into work group processes and practices
Manages all Human Resources functions, including recruitment, coaching, performance development, conflict resolution, and disciplinary processes
Actively participates in the development of strategies for the Unit, ensuring alignment with Corporate, Departmental, Branch, and Section goals
Creates and annually maintains the Auxiliary Asset Maintenance Plan and develops the annual Program Work Plan, coordinating with key partners like Integrated Infrastructure Services (IIS)
Determines budget requirements, monitors and manages costs for monthly and annual operating and fluctuating capital/renewal funding, including providing quarterly financial projections
Manages program contracts, including active participation in developing procurement specifications, bid evaluations, and overseeing contractor performance
Ensures the timely creation and review of Standard Operating Procedures (SOPs) and Hazard Assessments, championing operational excellence and compliance with City standards (CSDCS)
Supports city-wide roadway district operations as a rotating Mobility Infrastructure Services Standby Contact and is accountable for responding to Council inquiries/POSSE and meeting district 311 Service Level Agreement (SLA) targets
Qualifications
:Diploma or Degree in Engineering, Management, Commerce, Science, Planning, or a related discipline. Other equivalencies may be considered
Minimum 5 -10 years of experience in a construction or operations environment
Progressively responsible leadership experience in a large, complex, unionized organization
Demonstrated knowledge in operations management with experience overseeing service delivery
Assets:
PMP certification
Additional certification or coursework/training in financial management; public administration; change management; or other leadership training
Experience working with large seasonal operations and staff change over
P.Eng with APEGA registration in good standing
CET with ASET registration

Demonstrated ability in problem-solving, project management, conflict resolution, and team building, with comprehensive supervisory and human resources skills (recruitment, coaching, performance management) in a unionized operational setting
Organizational and Planning Acumen:
Strong organizational skills to manage service delivery, effectively supervise a large workforce, prioritize tasks, and ensure compliance with work plans, including the ability to utilize software for reporting
Interpersonal and Communication Proficiency:
Strong verbal and written communication skills with the ability to build and maintain effective, collaborative working relationships with a diverse range of stakeholders, colleagues, staff, and citizens
Operational and Legislative Knowledge:
Extensive knowledge of operational best practices, relevant legislation (OH&S, ENVISO, WHMIS), experience managing external contractors, and the ability to interpret technical drawings

Salary:
$105,668.31 - $132,083.940 (Annually)
This position may be eligible for a

This position is eligible for the EDO program (Earned Day Off)
Valid Alberta Class 5 driver's license (or provincial equivalent)
Obtaining and maintaining a City Driver's permit is a requirement of this position. Must obtain business auto insurance for personal vehicle use on City business
