THE OPPORTUNITY
The Strategic Initiatives Advisor will play a key role in supporting the planning framework through ongoing strategy and policy development at both the strategic and operational levels, as well as project support for strategic initiatives. As a vital organizational resource, this individual will collaborate with departments to develop complex strategies and policy, and conduct environmental scanning, analysis, research, and program development that spans across departments and the organization. Additionally, this role will assist in strategic initiatives coordination, such as the development and implementation of the Corporate Strategy and Council's Strategic Plan. The position reports to the Manager of Strategy and Policy Development.
This is a full-time, temporary position until December 31, 2025 with the possibility of extension. The salary range is: $94,549.00 - $112,385.00.
RESPONSIBILITIES
1. Complex Strategy and Policy Development
Support the development of complex organizational strategies and policies, working closely with program areas and subject matter experts.
Monitor and analyze emerging trends, policies, and strategies across jurisdictions through ongoing environmental scanning and research.
Assess potential risks and implications, and provide strategic advice, interpretation, and recommendations to support the development and refinement of organizational strategies and policies.
Prepare reports, presentations, and briefing materials for senior leadership, Council, and internal stakeholders.
Communicate complex strategic concepts clearly and effectively to diverse audiences.
Support program areas through the approval process.
2. Strategy and Policy Communications, Implementation, and Reporting
Coordinate stakeholder engagements and surveying, as required, to support strategy and policy development.
Coordinate with Corporate Communications to develop communications plans and develop required communications materials.
Develop implementation plans for strategies and policies developed by the department.
Establish reporting processes and develop progress reports for strategies managed by the department.
Support other departments that are responsible for implementing strategies and policies and provide advice when requested.
3. Strategic Alignment
Ensure strategies and policies align within the planning framework and support organizational priorities.
Provide organizational support and advice for strategy and policy development being led by other departments.
Maintain an awareness of the political, economic and social climate driving decisions and effectively support integration into strategy and policy development.
Support Council's strategic priorities by ensuring they are integrated in supporting documents either through direct statement or nuance.
4. Relationship Development and Cross-Departmental Collaboration
Coordinate and facilitate relationships and partnerships with program areas and subject matter experts.
Build strong working relationships and partnerships with program areas and subject matter experts throughout the drafting and approval process to ensure documents reflect business need and clearly communicate intent.
Facilitate collaboration across departments to ensure alignment between organizational strategies and policies.
Act as a trusted advisor for departments seeking advice on strategy and policy development.
Facilitate department planning sessions when required.
5. Other Duties
Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
Act as a steward of the City's Corporate Culture by following the "Values, We Live By".
All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
Employee are expected to stay current on WHMIS and other safety-related procedures.
Perform other job-related duties.
QUALIFICATIONS
REQUIRED QUALIFICATIONS:
Undergraduate degree in Political Sciences, Public Administration, Business Administration or a related field.
Minimum of five (5) years of progressively responsible experience in a strategy and policy driven environment within the municipal, provincial, or federal orders of government.
Knowledge and experience in managing multiple projects.
Ability to analyze and interpret bylaws, legislation, regulations, and administrative procedures to inform policy and program development
Analytical and critical thinking, with the ability to apply the same in analyzing policy and procedure.
Exercise superior writing skills to draft strategies and policies.
Advanced communication skills and excellent presentation skills.
Excellent collaborative skills and negotiation and problems solving skills.
Strong facilitation skills.
Highly developed level of interpersonal skills and diplomacy to interact with a variety of internal and external stakeholders.
Working knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.
ASSET QUALIFICATIONS:
Certificate in local government studies.
Working knowledge of Municipal Government Act, Local Authorities Election Act, and Freedom of Information and Protection of Privacy Act.

Monday to Friday.
Hours of Work: 8:30am to 4:30pm.
Overtime may be required.
Travel may be required.
