ABOUT THE ROLE
Reporting to the Deputy Chief of Police, and working closely with the Strategy team, the Strategic Analyst supports Senior Leadership by providing data-driven insights and strategic recommendations. Using advanced analytical techniques, the Strategic Analyst interprets data to provide meaningful insights that inform programs, identifies projects and influence policies. This role must stay current with emerging practices through professional development and community engagement.

WHAT YOU WILL DO
Provide recommendations, statistical expertise, establish standards and guidelines for data collection, and analysis. Engage with internal and external clients to define analytical opportunities. You will proactively identify analytical opportunities and provide recommendations that improve all elements of the data analysis process and increase analytical capacity throughout the organization. You will leverage advanced analytical techniques to conduct business analysis and identify meaningful insights, interpreting data and turning it into knowledge that informs tactical and strategic business decisions including analysis of current projects, programs and policies.
WHAT YOU BRING TO THE ROLE
Demonstrated public speaking skills and professionalism when presenting to Senior Leadership and stakeholders of various levels
Ability to present data and data interpretations, insights to non-technical audiences in a clear and compelling way using graphical representation and data visualizations.
Proven operational research and experience with statistical analysis which includes identifying emerging issues and applying critical thinking skills.
Assist with project management and ability to anticipate challenges, risks and opportunities concerning
Socio-demographic data collection in a policing context, lead and organize projects.
Demonstrated high level of initiative and detail oriented.
Ability to troubleshoot and solve problems creatively.
Strong knowledge of data and statistical methods, tools, and operationalizing analytic models.
Experience with statistical and research software (ideally SPSS or R) and data visualization tools (PowerBI)
Relational data models and creating complex queries to transform data using PostgreSQL, MS SQL, MS Power BI, SQL Server BI, Python.
MUST HAVES
Successful completion of a degree program from an accredited University in Applied Statistics, Data Science, Social Sciences, Criminology or related discipline.
Minimum three (3) years' experience in data analysis, applying a wide range of analytical technique, exploratory data analysis or data mining processes.
Experience and formal training combined may substitute for stipulated education requirements.
NICE-TO-HAVE
Experience with law enforcement/policing/criminal justice system.
Experience working on projects in a large public safety or public health organization is preferred.
Experience with geospatial analysis using the ArcGIS platform including web-based development tools such as ESRI ArcGIS online, ESRI ArcGIS Enterprise.
