The City\'s Seniors Services and Long-Term Care Division supports Toronto seniors and residents in long-term care homes to have the healthiest, most fulfilling lives possible through exceptional care and services. Vulnerable individuals who reside in the community are supported through adult day programs, supportive housing services, tenancy support and homemakers and nurses services. The division values Compassion, Accountability, Respect and Excellence which shape our organizational culture, our priorities, and the experiences of all those who live, work, volunteer, and visit.The Stakeholder Engagement Lead will communicate with stakeholders and the public regarding divisional policy and programs and advance the vision for an age-equitable Toronto with fully connected services for seniors and supports to age with dignity.As the Stakeholder Engagement Lead, you will provide in-house design and desktop publishing for various communication products to inform and promote SSLTC programs and services to internal and external stakeholders, including ongoing maintenance of the Division\'s website and intranet as a destination hub for information, and support division-wide communications by maintaining content libraries, information, and design assets, for use in creative communication approaches to develop, support and improve stakeholder engagement.Major Responsibilities:
Implements detailed plans and recommends policies/procedures regarding program specific requirements.
Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budgets.
Works closely with divisional and corporate staff and leads a team of professional and/or support staff.
Responds to arising issues, plans, and documents action plans and implements improvement strategies.
Leads the planning and design of public events for the Division (e.g., meetings, workshops, open houses, town halls, consultations).
Assists with facilitating meetings, note taking, time monitoring as needed.
Ensures that Division public consultation and outreach events meet City and Provincial AODA legislation and policies and considers the diversity of populations and customers.
Investigates language and cultural approaches, provides translated materials or arranges translators for public events as needed.
Researches, develops, and evaluates alternatives to current public consultation and community outreach practices and makes recommendations to Division Senior Management.
Liaises with divisional management staff to resolve customer complaints or concerns regarding public consultation events.
Leads and guides the development and distribution of material and content for internal and external communications, including web-based platforms.
Makes recommendations to Division Senior Management with regards to stakeholder engagement, assisting in the development and implementation of communication plans and tactics, supporting staff learning and ensure consistent messaging across a variety of platforms including print and electronic.
Provides advice, guidance, research services, logistics support for public events and divisional events (e.g., site locations and set-up).
Coordinates completion of communication materials with vendor resources, client service management and other City division resources as applicable.
Liaises with DCM and CM offices, I&T and Strategic Public & Employee Communications to collaborate on the development of site pages, page layout, design and deployment as well as adherence to Provincial legislation and City policies, including AODA and standards for privacy, security and communications.
Prepares and evaluates procurement documents and collaborates with third party consultants related to research, consultation and preparation of communication materials.
Develops and maintains excellent working relationships with other City divisions to encourage collaboration and sharing of information.
Develops KPIs to report on engagement trends, identifies continuous improvement and best practices.
Leads evaluation and testing of web-based tools for use by SSLTC to improve productivity, collaboration, and work management.
Develops and issues surveys in accordance with corporate requirements to gather public and internal staff input to gauge effectiveness of service delivery, customer support and staff engagement.
Analyzes survey results and prepares reports to publicize findings.
Supports other duties as assigned.
Key Qualifications: * Post-secondary education in public administration, communications, journalism, marketing, design, or in a professional discipline pertinent to the job function or an equivalent combination of education and experience.
Considerable experience managing multiple diverse projects in a detailed and deadline oriented multi-stakeholder environment, including identifying project goals, scope, milestones and deliverables, monitoring/ tracking projects to ensure project completion is on time and on budget.
Considerable experience in developing, implementing, monitoring, and evaluating stakeholder communication tactics (reports, brochures, newsletters, bulletins) and communication/ promotional products (flyers, displays, signage) for social media and online communications strategies and plans.
Experience in working with internal and external stakeholders and local communities such as City staff, City Councillors, Ministry and other government representatives, community stakeholders and volunteer groups while managing stakeholder expectations.
Strong working knowledge using systems and software such as Adobe in Design, Publisher, Sway, WordPress, Illustrator, and Infographics to created and publish required materials, high proficiency with Microsoft and SharePoint.
Familiarity with and interpretation of Corporate Identity Program, City Style Guide, Digital Content and Design Standards, Multilingual Provision Policy, Application of City Policies to Social Media Use, in all divisional creative services.
Technical competency in web communications practices, web content management, principles& tools and with formal design/layout principles and graphic creation.
Highly developed analytical, organizational, communication and interpersonal skills, with the ability to communicate (oral and written) with City Staff at every level, diverse interest groups and the public.
Strong research and analytical skills, and ability to conceptualize and develop options and recommendations to support decision making.
Highly developed interpersonal, oral, public speaking, collaboration, and negotiation and conflict resolution skills.
Highly developed written skills to prepare succinct and effective briefing notes, presentation, and business cases.
Highly developed critical thinking and decision-making skills.
Proven political acumen, judgment, and insight.
Ability to promote and foster teamwork as well as influence and mobilize internal and external staff and stakeholders to achieve desired results.
Ability to deal effectively with the media, political staff, diverse community stakeholders and senior management.
Understanding of Municipal and Provincial laws, City policies and standards for privacy, security, accessibility and communications.
Knowledge of current municipal issues, regulations and evolving policy trends in the City affecting seniors.
Knowledge of the Occupational Health & Safety Act and applicable regulations, Collective Agreement, related Labour Legislation, Human Rights Code, etc.
