Job Summary

Responsible for effectively procuring and managing City-wide contracts. City-wide contracts are contracts for the procurement of goods and services that are required across the organization.

Duties and Responsibilities

City-wide Contracts

  • Manage City-wide contracts through their life-cycle; post and pre procurement
  • Coordinate the successful on-boarding of new vendors - developing processes with new vendors and City staff (including setting up vendor run on-line 'stores')
  • Ensure that the vendors work within City By-laws, regulations, policies and expectations
  • Manage vendor performance; collaborate with City staff and with vendors' staff to ensure contracts are running smoothly and to rectify any issues
Procure City-wide Contracts
  • Seek out and involve representatives from multiple City Divisions and/or Departments, plan, develop the procures City-wide contracts in accordance with corporate policies and requirements, negotiating pre-award issues with vendor, ensuring contractual obligations are met and costs are verified against contract prices, approving invoices for payment and/or managing invoice issues
  • Interpret and apply relevant corporate policies, regulations and by-Laws to ensure all acquisitions comply with trade agreements, safety requirements, procurement law etc.
Reporting & Financial Controls & Compliance Monitoring
  • Report on annual rebates; Investigation of and reporting on supply chain issues; LVA monitoring and reporting for City-wide PCard and cheque requisitions
  • Conduct financial analysis and forecasting for each contract in preparation for procurements and extensions.
  • Provide monthly, quarterly and annual reports to the leadership team
Staff Training & Communications
  • Develop monthly and ad hoc promotional and informational communications concerning City-wide Contracts
  • Provide leadership to City staff in publishing communications monthly on Inside Mississauga
Skills and Qualifications
  • Minimum of 3 years of procurement experience, public sector experience is preferred
  • Certified Supply Chain Management Professional (CSCMP) or Certified Public Procurement Buyer (CPPB) Designation
  • Post-secondary degree or diploma in a business related field or public administration is an asset, or a combination of education, training and experience deemed equivalent
  • Experience with contract and supplier management
  • Excellent communication skills, negotiation skills, time management, financial analysis experience and cost forecasting, risk management, problem solving (critical thinking), market research skills, project management, negotiation, and contract management; specification writing and strategic planning
  • Competency in a Windows based environment with a strong working knowledge of Microsoft Office products including Word, Excel, Outlook, PowerPoint and SharePoint, and SAP
