Job Summary



The Special Projects Manager is responsible for leading the planning, development, and implementation of key projects and initiatives within Building Standards, with a primary focus on process improvements. This role ensures effective project management, stakeholder engagement, and change management to support the successful delivery of building and plumbing permit programs. The position provides strategic coordination, performance monitoring, and communication to advance departmental goals and service excellence.

Duties & Responsibilities


Manages the development and implementation of program and process improvements to support building and plumbing permit programs. Creates project plans, work schedules, assesses staffing needs and identifies resource requirements. Manages project plans related to the implementation of new workflows, and processes aligned with Building Standards programs and services. Develops and executes communication plans and change management strategies to ensure successful adoption both internally and externally. Act as a liaison with industry stakeholders, ensuring alignment and responsiveness to industry needs. Provides strategic support across initiatives that require coordination, documentation, and performance tracking within Building Standards and across civic departments. Acts as the lead in identifying, addressing, and recommending responsibilities for project and policy implementation. Develops, monitors and reports on performance measures and service improvements for related projects. Prepares written and oral reports in response to stakeholder and corporate enquiries, as required. Performs other related duties as assigned.

Qualifications


Education, Training and Experience Requirements


Degree in engineering, construction management, project management, business administration or related field. Four to six years' progressively responsible related experience, including a minimum of two years' experience supervising and coordinating the work of staff and/or consultants. Project management of complex projects and experience in the development and construction industry would be considered an asset. Possession of an equivalent combination of education and experience may be considered. Possession of a valid, Class 5 Saskatchewan Driver's Licence. Current driver's abstract from SGI demonstrating a safe driving record.



Knowledge, Abilities and Skills


Knowledge of the principles and practices of project management. Ability to resolve complex issues in a multi-disciplinary environment including conflict management, work program and on-schedule project delivery. Knowledge of generally accepted accounting, budgeting and financial procedures. Demonstrated ability to supervise and develop staff. Demonstrated ability to analyze data, identify underlying issues/problems and recommend required changes. Demonstrated ability to communicate effectively orally and writing, including the ability to prepare and present reports. Demonstrated ability to establish and maintain effective working relationships with assigned staff, civic officials, representatives of other agencies and the public.

Weekly Hours:

36.67

Salary Range:

$86,211.84 to $101,175.60 CAD

per annum
