Position: Special Project Manager (Homelessness)Division: Community ServicesDepartment: Planning and DevelopmentTerm: 1 Temporary Full Time position available for approximately 24 months.Closing Date: 12/27/2024Labour Group: SCMMAPosting: 3827Job SummaryUnder the direction of the Director, Planning and Development, this position will oversee the implementation and maintenance of the Homelessness Strategy working with a cross section of stakeholders from the City of Saskatoon, other levels of governments, non-profit and business sectors to coordinate the City of Saskatoon's response to homelessness.Duties & Responsibilities

  • Lead the coordination and development of interdepartmental strategies to effectively implement actions that meet the needs of people experiencing homelessness in Saskatoon.
  • Lead and/or participate in a wide range of teams.
  • Develop a detailed project plan which includes business case(s), development of recommended actions, detailed implementation plans and work with the City's various teams to execute the implementation plans.
  • Identify opportunities for meaningful change, coordinate initiatives, and support research and analysis to develop evidence-based practices and services.
  • Develop the required operational and budget plans to support this work.
  • Assist in determining the needs and gaps in service through conducting research to inform the City of Saskatoon's services. Research best practices and engage with other jurisdictions, researchers, and stakeholders to identify appropriate homelessness actions.
  • Liaise with federal, provincial and Indigenous government senior officials and key non-government organizations regarding homelessness policies and activities. Provide support for collaboration and obtain feedback from NGOs and community on activities related to homelessness.
  • Review and propose approaches to address and align civic resources to support homelessness response activities, programming and services across departments and with other government and non-government organizations. Provide strategic advice and recommendations for implementation initiatives.
  • Plan and develop business cases, implementation plans and budgets to support future internal services related to homelessness programs. Consider alignment with external funding opportunities.
  • Ensure data is collected and accurately analyzed to support the development of programs, policies, and funding streams under the City's homelessness response strategy.
  • Ensure municipal policy and programming priorities to address homelessness are aligned with other housing and service goals and outcomes.
  • Support interdepartmental stakeholders in meetings, presentations, and interactions with committees and groups that involve community partners working on homelessness issues.
QualificationsEducation, Training and Experience Requirements
  • Degree in Social Work, public administration, business administration, urban planning, leadership, or a related field.
  • Four to six years' progressively responsible related experience, including a minimum of two years' experience supervising and coordinating the work of staff and/or consultants.
  • Possession of an equivalent combination of education, training and work experience will be considered.
Knowledge, Abilities and Skills
  • Knowledge of issues and approaches to address homelessness, including understanding causes and underlying factors that contribute to homelessness.
  • Knowledge of housing and homeless regulations, mandates, and emerging practices as they pertain to homeless services and programs demonstrated through previous progressive experience working in the homeless sector.
  • Knowledge of, and/or the ability to acquire knowledge of inter-governmental activities, government systems and administration, and ability to interact with other government departments, Indigenous organizations, and communities.
  • Ability to research, analyze and summarize complex issues associated with homelessness.
  • Project management of complex projects and experience with stakeholder management would be considered assets.
  • Demonstrated ability to communicate effectively orally and writing, including the ability to prepare and present reports.
  • Demonstrated ability to establish and maintain effective working relationships with assigned staff, civic officials, representatives of other agencies and the public. Interpersonal and communications skills exercising significant tact and discretion.
  • Ability to resolve complex issues in a multi-disciplinary environment including conflict management, work program and on-schedule project delivery.
  • Knowledge of generally accepted accounting, budgeting and financial procedures.
  • Demonstrated ability to supervise and develop staff.
  • Demonstrated ability to analyze data, identify underlying issues/problems and recommend required changes.
