Job Description




POSITION SUMMARY: Under the direction of the City Solicitor, provides independent and professional legal advice to the City Solicitor, Deputy City Solicitors and City staff regarding legal matters, consistent with the position\xe2\x80\x99s professional obligations as a lawyer; and provides technical direction to the Law Clerk (Insurance Claims).

MAJOR RESPONSIBILITIES: * Under the direction of the City Solicitor, provides sound legal and procedural advice to the City Solicitor, Deputy City Solicitors and City staff on insurance, administrative, municipal, planning and development, litigation, real estate, corporate, commercial law.

  • Assists in the negotiation and drafting of contracts to secure the legal interests of the City.
  • Drafts and reviews legal documents, including necessary resolutions, by-laws, written reports, agreements, contracts and opinions, as required.
  • Represents the City at court on matters relating to the collection of monies owing to the City from third parties (i.e., recovery efforts via litigation).
  • Liaises with retained external legal counsel from time to time.
  • Provides technical direction and guidance to the Law Clerk (Insurance Claims) in regards to insurance matters.
  • Subject to availability and the direction of the City Solicitor, attends meetings of City Council and Committee of the Whole.
  • Acts for the Deputy City Solicitor when required.
  • Performs other duties as may be required.
QUALIFICATIONS:

Education/Experience:
  • Post-graduate university degree in law (LL.B./J.D.) and a member in good standing of the Law Society of Ontario (LSO).
  • Minimum five (5) years\xe2\x80\x99 progressive varied law experiences
Skills/Abilities:
  • Ability to establish and maintain effective relationships with Administration, superiors, co-workers, employees and the general public.
  • Must be able to communicate effectively and concisely, both orally and in writing.
  • Demonstrated sound ability to provide advice and direction to City Solicitor and Deputy City Solicitors, senior management and City staff, external agencies and other interested parties, including the public, as necessary.
  • Superior negotiation skills and the ability to manage political relationships in a tactful and responsive manner.
  • Must have the ability to manage time effectively and to work under time constraints and changing deadlines.
  • Ability to deliver presentations to a variety of audiences and to skillfully handle on-the-spot questions from senior officials, members of City Council, and the general public.
  • Ability to exercise independent judgment when dealing with confidential or sensitive issues.
  • Excellent project/time management, analytical/critical thinking, problem solving and decision-making skills.
  • Must possess and maintain a valid Class \xe2\x80\x9cG\xe2\x80\x9d Ontario Drivers Licence, or equivalent.
  • Must meet the definition of a competent driver as defined by the Corporation.
CONDITIONS OF EMPLOYMENT:
  • May be required to travel to various work locations and provide own transportation.
  • Must remain a competent driver as defined by the Corporation.
  • May be required to provide a successful driver\xe2\x80\x99s record (uncertified).
  • Must take an oath of Secrecy.
  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC).
