This position will be responsible for leading the development, implementation and maintenance of strategic plans, frameworks and action plans pertaining to social development and community wellness within Edmonton.

Such plans will be developed in collaboration with key internal and external partners, in alignment with the City Plan and Community Safety and Well-Being strategy. Such plans will require nuanced stakeholder engagement and partnership brokering, as well as research and analysis to ensure success.


What will you do?




Lead the development of significant social policy frameworks and strategic plans, in partnership with external organizations Prepare and implement comprehensive project management plans with consideration of diverse internal and external stakeholders, research and analysis, public engagement, and communications Determine and develop appropriate documentation outlining formal relationships (Charters, Memorandums of Understanding, Terms of Reference) Conduct environmental scans and situational analyses; Undertake research on historical and emerging best practices from other jurisdictions and social trends Undertake detailed data analyses, including presentation and visualisation for various audiences Identify and assess issues and problems at the community and system levels, and propose potential solutions Complete thorough needs assessments as it relates to priorities within the social development branch Produce reports, summaries, briefing notes, and memos in accessible language for executive leadership and diverse audiences Lead, monitor and evaluate the development of associated performance measurements, targets, and tools Establish and maintain positive collaborative working relationships with internal partners, other orders of government, healthcare providers, educational institutions, and other community stakeholders Conduct stakeholder engagement and apply research and analysis on various matters to inform and produce reports and recommendations for Senior Management and City Council Utilize community development approaches when conducting research and as a significant part of strategic planning Work as part of a team of social planners maintaining and overseeing related initiatives and portfolios Prepare regular reports and presentations for stakeholders, summarizing the progress and results of various initiatives Design and implement effective public engagement processes which provide opportunities for stakeholders to contribute to the identification of gaps, issues, and policy direction Other duties as assigned

Qualifications

:Master's degree in Social Work, Business Administration, Project Management, Public Administration, Social Sciences, Political Science, or a related field. Holders of degrees in Social Work must be registered with the Alberta College of Social Workers A minimum of three (3) years' professional social planning experience and working with creating, designing and implementing strategies, frameworks, and action plans Project Management, Public Engagement & facilitation training and/or certification; OR Completion of a Bachelor's degree in Public Administration, Planning/Policy Studies, Sociology, Human Ecology, Business Administration or a related field Minimum 5 years professional social planning experience, research/analysis, budget, contracts and strategy/policy development in the areas of community and social issues. Experience in a large/similar organization or public sector is an asset Professional social planning experience must include 5 years demonstrated proficiency in project management strategies, processes, and systems Experience in project design, management, writing and implementation Minimum 5 years experience developing collaborative partnerships/relationships, large public and/or stakeholder consultations, and public engagement processes and events

Experience working with government and/or large organizations Demonstrated increased responsibility in managing complex projects and issues management Experience developing and supporting high performance work teams Experience facilitating and chairing meetings and tracking results Experience in project research, analysis of data and evaluation (including developmental, qualitative and quantitative) Experience developing performance measurement indicators and evaluation matrixes Knowledge of primary and secondary research methodology, including design and implementation, data collection, and trend and research analysis Skill and ability in project and process management including the ability to effectively gather, synthesize and analyse data as well as design project charters and project plans Exemplary interpersonal skills and a diplomatic approach Knowledge and application of strategy, planning and strategic direction setting Knowledge of project management and project management tools Proficiency with the Google platform and knowledge of social media as a tool to enhance public engagement, research and analysis Effective time management skills and a demonstrated ability to manage multiple projects simultaneously Ability to convene and facilitate involvement of community members and partners in project committees Ability to promote a culture of team, respect and inclusiveness Highly skilled in written and verbal communication skills for a variety of audiences Proven skills in establishing and maintaining effective relationships internally and externally Highly developed problem solving, critical thinking and planning skills Demonstrated negotiation and problem resolution skills involving multi-party interests Ability to articulate the role of municipal government and jurisdictional responsibilities related to the provision of social services Demonstrated knowledge of Indigenous communities, history, and current realities Demonstrated knowledge of Anti-Racism theory and trauma-informed practice Demonstrated knowledge of social determinants of health Demonstrated knowledge of crime prevention strategies, and strategies related to community safety and well-being Knowledge of and experience working with a Strategic Foresight approach Alignment to our Cultural Commitments and Leadership Competencies (https://bit.ly/4brRrXm) Embracing a culture of equity, diversity, reconciliation and inclusion

There may be a cost associated with this requirement The weekly hours of work for this position are currently under review and may change at a future time.
