POSITION SUMMARY




The Winter Road Maintenance Supervisor is the on-ground owner and coordinator of TNDC's Winter Road Maintenance activities for Skeena Gold and Silver along the Coast Mountain Hydro access road (0 km to 52 km; overlap to 54 km).


This position is a direct boots-on-the-ground role with TNDC reporting to Skeena Gold and Silver Site Maintenance. The role ensures safe, passable travel on the Mine Access Road (MAR)/ CMH Access road and supporting areas during winter conditions, manages the roster of equipment and personnel, coordinates with Security, Safety, Avalanche, CMH, and external partners, and leads continuous improvement of winter operations.


The supervisor will balance daily travel-day priorities (Tuesdays, Wednesdays and Thursdays) with heavier activity days such as concrete pours, avalanche closures, and weather events, while maintaining clear communications, documented incident reports, and adherence to safety and regulatory standards. TNDC is seeking a Road Maintenance Supervisor to help ensure road maintenance is completed safely, on time, and meeting client expectations, while still upholding our core values: Safety, Tahltan-Centered, Integrity, Respect, Trust and the Pursuit of Excellence.


In this role, you'll bridge the gap between TNDC's operators, Construction management, and financial controls--all while coordinating onsite maintenance activities and assisting with administrative processes. You'll work closely with the construction managers, multiple stakeholders (CMH, BCH, Skeena, TNDC, Etc.), and our project controls teams to deliver high-quality results that align with TNDC's mission of sustainable and responsible business practices.

RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:



Operational Leadership and Route Management



Own and oversee winter maintenance across the MAR corridor (0-52 km; up to 54 km overlap) as direct supervisor from TNDC. Assist in the development, communication, and execution of priority-based maintenance plans for critical routes and pull-out points; align with concrete pour days and travel-day schedules. Maintain and reference an up-to-date route risk and priority matrix (priority hills, gravel placement, snow/ice management needs).

Equipment and Resource Coordination



Direct and schedule the following equipment (may change throughout season): One (1) primary grader, One (1) 1 backup grader, One (1) underbelly plow/sander, One (1) support loader, and snowblower support from Skeena after snowfall. You will be tasked to track equipment availability, uptime, preventative maintenance, and any required repairs daily; coordinate with Skeena for snowblower augmentation when needed. Oversee traction-aggregate stockpiling, ditch clean-up, windrow management, and sign/roadway infrastructure readiness (jersey barriers, culvert inlets/outlets, etc.)

Safety, Compliance, and Incident Response



Enforce safety policies (FLHA/JHA), ensure risk assessments are completed prior to pulls, and coordinate with Skeena Safety for high-risk incidents or avalanche-related closures. Implement chain-up enforcement with clear signage; manage retrieval and safe egress of stuck vehicles; ensure lines of communication for incident reporting and escalation to on-shift contacts. Ensure proper radio discipline and protocols; ensure timely Level of Emergency Management (LEM) deliveries and coordination with Avalanche techs for road closures.

Communications and Stakeholder Engagement



Serve as the primary TNDC on-site point of contact during winter events; maintain the communications matrix, including regular updates to Safety, Operations, CMH, Security, and Avalanche teams. Produce and distribute road condition reports, daily concern lists, and after-action summaries; maintain logs of closures, weather conditions, and incidents. Coordinate with site buses and transport routes (camp to site, Terrace to site, Smithers to site) to ensure readiness for inclement weather and accurate route condition reporting.

Monitoring, Reporting, and Continuous Improvement



Monitor road conditions, weather forecasts, and activity schedules; provide timely updates to stakeholders. Track and report equipment utilization, response times, and route coverage; identify opportunities for process improvements and cost controls. Maintain a "Fair Weather Hit List" of priority maintenance activities (road repairs, ditch cleanup, windrow widening) and execute when feasible.

Collaboration with External and Internal Teams



Work with Avalanche, CMH, Security, and Safety on road closures, safety zones, and closures within avalanche corridors; ensure dual management as required. Maintain knowledge of 46 km Camp interactions and ensure that all interactions with facilities (Quarry at 43 km, Batch Plant at 45 km, 52 km battery limit) are clear, accessible, and well-maintained.

Administrative & Compliance Duties



Maintain project documentation with Integrity and accuracy. Generate, review, and submit LEMs ensuring compliance with client requirements.

QUALIFICATIONS:



Education and Experience



High school diploma or equivalent preferred; technical coursework in transportation, civil infrastructure, heavy equipment operation, or related field is a plus, but not a requirement. Proficiency in MS Word, Excel and Outlook preferred. 5+ years in winter maintenance, fleet operations, or related field with demonstrated leadership experience; experience coordinating with multi-disciplinary teams is preferred.

Technical and Operational Skills



Proficiency operating winter maintenance equipment (grader, underbelly plow/sander, loader, snowblower coordination) and basic fleet maintenance concepts. It is understood that Supervisor can support in the event it is required- Storms, Sick days, etc. Understanding of Winter Mine Road Maintenance and road safety best practices in an extreme environment. Ability to interpret weather data, road condition reports, and create priority-based action plans.

Leadership, Communication, and Collaboration



Proven supervisory or team leadership experience; capable of coaching diverse crews and enforcing safety standards. Strong written and oral communication; ability to manage a communications matrix and maintain thorough documentation. Customer-focused and collaborative, with the ability to coordinate across internal departments and external partners.

Safety, Compliance, and Ethics



Knowledge of WCB, MoM Act, and environmental regulations relevant to winter operations. Commitment to safety, incident reporting, risk management, and continuous improvement. Mandatory 9 Panel Drug and Alcohol test

Certifications (Beneficial)



Valid Class 5 driver's license; Class 1/3 may be preferred depending on scope. Certifications in snow and ice management, First Aid/CPR, Defensive Driving, and avalanche awareness are advantageous.

Physical Requirements and Work Conditions



Ability to work in winter conditions (cold, snow, ice, reduced visibility); capable of responding to emergencies outside standard hours. Flexible scheduling with early morning, night shifts, and on-call responsibilities as dictated by weather events.

Schedule & structure:




Role Structure

Shift Schedule: Full-time, with a core day shift on travel days and during routine operations; on-call/after-hours coverage during winter events and closures.

Shift Details

Supervisor: 4:00 AM - 4:00 PM Grader Operators: DS (Day Shift): 12:00 PM - 12:00 AM, NS (Night Shift): 12:00 AM - 12:00 PM and Split-Shift Support

Seasonal and Operational Cadence

Weather and event-focused intensity: anticipate longer or split shifts during heavy snowfall, avalanche closures, and concrete pour windows. Planning cycles: annual winter preparedness planning pre-season; monthly reviews during peak season; post-storm debriefs.

Meetings and Reporting

Pre-season planning and safety briefings; daily shift briefings during storms; daily road condition reports; weekly operational reviews; after-action reporting post-storm.

Work Environment

Field and roadside operations with office coordination; exposure to cold, snow, and challenging driving conditions; occasional site visits to CMH, Security, and Safety facilities.

Conditions of Employment



Ability to pass a mandatory pre-access drug and alcohol screening when traveling to specific sites. Willingness to sign an Oath of Confidentiality. Willingness to work occasional overtime during peak or critical work periods. * Must have a valid class 5 Driver's License and vehicle.
