Project

The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.

Woodfibre LNG Limited is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position

The Environmental Site Coordinator is an integral part of Woodfibre LNG\'s dynamic team. You will lead and oversee the environmental monitoring practices of a construction project. You will not only ensure compliance with legal and contractual environmental requirements for the project but also contributes to Woodfibre LNG\'s enduring dedication to corporate social responsibility. The successful candidate reports directly to Snr Permitting Manager and will play an essential part in supporting the company\'s engineering and senior management team through the project\'s construction phase.

Key Responsibilities:

The ideal applicant will have experience in monitoring the environmental aspects of major transit projects in BC.

  • Plan, manage, and oversee the project work of consultants, to ensure environmental compliance with Environmental Assessment Requirements as prescribed in the
) Document, , and Impact Assessment Act (Federal) and report internal user group requirements through all project stages, such as the preparation of environmental assessment documents, mitigation reports, project studies, design reports, sustainable development reports, accessibility reports, contract specifications and construction administration including the review of associated technical studies on social and biophysical environments (e.g., noise, vibration, air-water - soil quality, built heritage, natural heritage, archaeology, design, and mitigation). Conduct research and prepare documents for approval, and recommend approval terms and conditions to the project team. * Responsible/ experience with the completion of various field investigations (test pits, borehole drilling, sampling), monitoring and associated reporting for a variety of Environmental Services, including, but not limited to Environmental Site Assessments (Phase I and Phase II ESAs)
  • Environmental Site Remediation (Underground Storage Tank Removals, Soil and/or Groundwater Remediation Oversight) would be considered an asset.
  • Review and interpretation of existing and new codes, guidelines, and legislation impacting environmental compliance; convey this information in writing to relevant internal stakeholders.
  • Identify policy, procedure, and information gaps, and develop recommendations for improvements and/or corrective action.
  • Develop good internal and external working relationships to collaborate and exchange information and maintain a current knowledge base of policies and legislation.
  • Assist Woodfibre LNG management and the communication group by providing information, interpretation, and clarification on regulatory requirements and approvals.
  • Manage the environmental mitigation and reporting aspects of projects through all stages of design and construction in terms of function, quality schedules and approvals in coordination with external authorities and internal groups.
  • Administer consultant agreements and construction contracts as they pertain to environmental mitigation and reporting of Woodfibre LNG infrastructure and expansion projects.
Requirements

Required Experience:
  • A university/college diploma in Environmental/Civil Engineering or a related discipline (Planning/Environmental Management/Environmental Science) or an equivalent combination of education, training and experience provides a thorough knowledge of the theories and practices of environmental monitoring and/or environmental planning/management.
  • Minimum five years\xe2\x80\x99 experience related to Environmental Assessments and environmental compliance within the planning, permitting, design and construction of transit facilities, interpreting and applying contract plans and specifications to projects at all phases.
  • Knowledge of BC and Canadian regulatory requirements, including fields relating to noise and vibration, air\xe2\x80\x93water\xe2\x80\x93soil quality, contamination, built heritage, natural heritage (e.g., species at risk) and erosion and sediment controls.
  • Experience working with regulatory bodies (e.g., federal agencies, provincial ministries, conservation authorities, and municipalities) and other stakeholder groups.
  • Proficiency in the use of project management software and computer applications is essential.
  • Detailed knowledge of project management, including cost control, scheduling, codes, standards, specifications, corporate policies and procedures and applicable environmental legislation.
  • Thorough understanding of the Transit Project Assessment Process[LC1], BC and Canadian Environmental Assessment processes, Environmental Protection Act, Endangered Species Act, Migratory Birds Convention Act, Planning Act and Class Environmental Assessments (GO Transit and MTO). [LC2]
  • Excellent written and oral communication skills, ability to work independently, strong interpersonal and negotiating skills and analytical ability are a must.
  • Establish systems and processes to create efficiencies with an environmental monitoring program
  • Coordinate field program staff
  • Ensure appropriate H&S protocols are being followed
  • Support development and delivery of site orientation
Additional Requirements:
  • Experience working with large multi-disciplinary teams, contractors in a multicultural environmental is an asset.
  • Communication/interpersonal skills \xe2\x80\x93 to be able to interact with front line workers through to management and all hierarchical levels.
  • Exceptional written and verbal communication skills
  • Ability to be Innovative and vision-oriented with demonstrated ability to undertake both strategic planning and implementation.
  • Ability to work well under pressure and handle multiple tasks and changing priorities within tight time frames.
  • Ability to work collaboratively within a team environment.
  • Expertise with a variety of computer programs (e.g. MS Office)
  • Motivated and willing to take ownership of tasks.
  • Energetic in pursuit of continuous improvement processes
  • Shares knowledge readily and encourages personal development
  • A valid driver\xe2\x80\x99s licence.
  • Must be comfortable with Marine type environment as site is remote and travel is by boat only and is approximately 7km from Squamish.
  • This role will be a combination of office site-based role.
