ONxpress is looking for a Signals & Communications Manager with direct experience in railway projects. Reporting to the Technical Assurance Director, this client-facing role will provide oversight on the construction planning and execution being performed in a joint venture transit project. This is a dynamic role requiring cross-disciplinary technical interface management and contractual compliance assurance. The successful candidate will liase with the client and representatives from each project segment in a collaborative process. KEY RESPONSIBILITIES:
  • Provides governance during the development phase by collaborating with the client, designers, engineers, and joint venture partners.
  • Manages the efficient delivery of signaling and communication projects (e.g. preliminary design, detailed design, construction, contract management, and testing and commissioning activities).
  • Delivers and implements projects from conception through commissioning and transfers to Operations within scope, according to applicable industry design standards.
  • Manages value engineering, risk assessment, life cycle costing, earned value and constructability reviews.
  • Monitors construction plans and schedules to ensure they are complete, workable, and comply with contract provisions, and monitors compliance with safety, quality, environmental, budgeted costs, and schedule performance.
  • Monitors schedules and coordinates projects in logical steps and budgets the time necessary to meet each deadline.
  • Oversees contract negotiations, revisions, and additions and adherence by all parties.
  • Collaborates with the client, supervisory staff, contractors, and design professionals to discuss and resolve problems, including work procedures, complaints, and construction or design issues.
  • Develops and maintains good working relationships with a variety of people, including the client, managers, designers, and joint venture partners.
KEY REQUIREMENTS: The successful candidate will have a strong track record in leading complex projects & will meet all the criteria below:
  • 10+ years in Railway / Transit construction management
  • Bachelor\xe2\x80\x99s degree in a relevant field an asset
  • Registration as a P.Eng. (Professional Engineer) in the Province of Ontario
  • Experience managing large, complex, multi-year transit projects in an operational environment, for signaling and Communication systems and related works
  • Knowledge of different types of signaling systems
  • Thorough understanding of contracts, plans, specifications, and regulations.
  • Management and leadership skills to provide leadership oversight and coach and mentor staff
  • Knowledge of project management principles and practices to lead and direct cross functional teams and consultants, ensuring adherence to timelines and project performance objectives
  • Must have the ability to make sound decisions in the course of daily work
  • Analytical, oral/written communication and negotiation skills to work with internal/external team members
  • Proficiency in the use of project management software and computer applications is essential
  • Ability to plan, schedule and organize a variety of activities and deal with stressful situations with tight deadlines with a high degree of accuracy thorough understanding of engineering, architectural, and other construction drawings.
