Hours per week:

10.00 to 36.25 (Part-time to start at approximately 10 hours per week. The successful contractor will initially work at 25% of a standard 36.25-hour work week until April 2026. Beginning April 2026, the workload will increase to 75% to 100% of a standard work week.)

Tri-global Solutions Group Inc. is seeking one (1) Service Transformation Consultant (Motor Vehicle Modernization) to join our talented Service Delivery team at Ministry of Service Alberta and Red Tape Reduction (Government of Alberta).

WORK MODEL: The successful contractor will be working remotely primarily; however, may be required to attend meetings or work sessions in Edmonton, Alberta up to once per month (onsite attendance unlikely for out-of-province contractors). Work must be done from within Canada at all times due to network and data security policies. Office location: Twin Atria, 4999 - 98 Avenue, Edmonton, Alberta. Standard Hours of work are 08:00 - 16:30 Alberta time, Monday through Friday excluding observed holidays.

PROJECT OVERVIEW



The Motor Vehicle Modernization (MVM) is a critical, once-in-a-generation initiative to replace Alberta's fragmented and aging Motor Vehicle and Traffic Safety systems with one unified platform.

Working with Transportation and Economic Corridors, our team is looking for a Service Transformation Consultant who is an expert in navigating digital change. They will provide guidance on the delivery of results enabled by digital investments. The Service Transformation Consultant will support activities in areas such as organizational design and culture, policy innovation, capability assessment and development, design-led change management, plans, standards, roadmaps, outcomes, metrics, and strategy. They will also contribute as needed to specific projects and initiatives. Each Service Transformation Consultant may have a different speciality and abilities, but all have fluency with technology, UX, service design, agile methods, and working in enterprise settings with cross-functional teams. A Service Transformation Consultant articulates the value of modern digital approaches for UX, employee experience, red tape reduction, cost savings, efficiency, and effectiveness.

Program Background:

Motor Vehicles (MV) Overview:

The Registrar of Motor Vehicle Services (MVS) is a shared responsibility between Transportation and Economic Corridors (TEC) and Service Alberta and Red Tape Reduction (SARTR). A Memorandum of Understanding governs the dual registrar model. TEC and SARTR each have delegated authority under the Traffic Safety Act and its Regulations, with TEC holding most of the Regulatory authority and SARTR responsible for service delivery. The dual Registrar of Motor Vehicle Services is large and complex and has the following functions: issuance of licences and credentials; training and testing; monitoring, compliance and enforcement; management of controlled inventory; control and release of motor vehicle information. These policy functions support the delivery of driver, carrier, vehicle, and information services to ensure the safe movement of people and goods within and beyond Alberta.

DESCRIPTION OF SERVICES



Roles and Responsibilities will include:

Provides subject matter expertise in digital delivery and corresponding organizational transformation. Creates and presents compelling frameworks, models, reports, presentations, and briefings for program areas and senior executives. Applies (or creates) best and emerging practices and principles to frame and clarify, as appropriate. Works with quantitative and qualitative data to inform decisions. Advises and coaches leadership teams on change to enable transformation, including areas such as their organizational structure, governance, capacity building, policy, infrastructure, or culture. Advises and coaches product and service teams throughout their project lifecycles, from initial concept and approvals to production and continuous delivery. Assesses capability, capacity, and culture and develops and delivers initiatives to grow these in and across projects. Helps frame (or reframe) understanding of challenges and opportunities using internal discovery, field research, desk research, and adaptive practices. Facilitates strategic conversations to develop shared understanding, generate options and make decisions to align diverse stakeholder interests and goals. Articulates and documents the business case for digital investments and value of digital innovation in the public sector. Facilitates the collaborative development of clear, actionable vision, roadmaps, plans, and strategy. Translates big picture thinking into daily activity and vice versa. Facilitates tradeoffs among competing priorities, identifies opportunity costs, and helps teams negotiate the strongest outcomes for effort invested. Helps teams manage a portfolio of products and services to drive clear outcomes for users, stakeholders, staff, and the GoA. Connects individual investments to larger portfolio outcomes. Leads the development of benchmarks, metrics, and key performance indicators grounded in core outcomes. Conducts and coaches benchmarking and continuous improvement measurement and reporting. Participates directly in specific projects in field research, workshops, reporting, design, architecture, development, prototyping, and other needs as required. Assesses success of projects and initiatives upon implementation, addressing any residual issues and building on lessons learned. Other responsibilities as required or requested.

To be successful in this role, the Service Transformation Consultant should have:



o Demonstrated experience in applications providing services to commercial carriers, along with expertise in management and oversight to ensure operational efficiency and compliance.

o Deep subject matter expertise in carrier profiling and the delivery of carrier services in Alberta.

o Extensive experience with the Alberta Traffic Safety Act and its Regulations.

o At least 10 years of experience working for or with the Government of Alberta.

o Extensive experience with Alberta's Motor Vehicle Registry System, including MOVES, MOTRIS, TSIS, and other Traffic Safety systems.

o Longstanding experience working with Government of Alberta Enterprise Architecture.

o 15 or more years of experience leading technical project teams.

o Deep subject matter expertise in carrier profiling and the delivery of carrier services in Alberta.

o A results driven mindset and able to function independently, while engaging with other stakeholders and team members as required to deliver outcomes.

o Knowledge of and the ability to apply and interpret complex legislations/regulations, policies, and standards.

o Ability to work collaboratively and productively to achieving outcomes.

o Strong understanding of enterprise application architecture and decomposition principles.

MANDATORY SKILLS



- Demonstrated experience in developing integrated plans, portfolio and project reporting and communicating progress to senior executives. (15 years+)

- Demonstrated experience in oversight of portfolio governance and development of portfolio processes. (15 years+)

- Demonstrated experience working on organizational development with a focus on digital transformation comparable in size and complexity for a large organization such as state, provincial, or federal government or a private company with 5,000 or more employees or for a startup or small business addressing a complex challenge at scale. (25 years+)

- Senior leadership experience managing a portfolio of concurrent projects or initiatives staffed with a team of at least 10 people. (15 years+)

DESIRABLE / NICE TO HAVE SKILLS



- Experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs and project closures. (15 years+)

- Experience in secure software lifecycle development processes. (8 years+)

- Experience in the design, development and implementation of a digital transformation initiative or digital delivery program (20 years+)

- Experience with the development of business cases for a wide variety of initiatives and projects (strategic, business improvement, information technology, etc.). (15 years+)
