Reporting to the Taxation Supervisor, the Senior Tax Analyst is the technical lead responsible for the centralized billing of 165,000 taxation accounts. Key to this responsibility is ensuring the administration and accuracy of assessment roll information in the billing system (SAP) and Council approved tax and area rates. The position is also responsible for the administration and execution of budgets and billings for legislated Tax Agreements and Payments-in-Lieu-of-Taxes (PILT) for Federal and Provincial property as well as Crown Corporations. The Senior Tax Analyst is expected to possess thorough knowledge of the Halifax Charter, Municipal Government Act (MGA), Provincial Assessment Act, Payment in Lieu of Taxes Act, Municipal Grants Act, Freedom of Information and Protection of Privacy Act, HRM By-Laws and Administrative Orders including but not limited to Administrative Order 18, The Revenue & Collections Policy.

The position is responsible for service delivery of the HRM Low Income and deferral Program and associated reporting. The Taxation department receives approximately 7,000 service requests annually and thus requires a high level of customer service, diversity and the ability to handle stress.

DUTIES & RESPONSIBILITIES:

  • Technical lead for loading assessment roll in system and accurately billing all real property accounts in accordance with the Halifax Charter, Administrative Order 18 and Council direction bi-annually.
  • Responsible for the integrity of the Revenue billing and accounting system, including liaison with the IT division in system processes and changes;
  • Analyse and report on taxation team Key Performance Indicators (KPIs), identify trends and make adjustments as needed when KPIs fall below acceptable levels.
  • Assign service requests and supervise the technical work of 5 Tax Analysts, performing audits on tickets and coaching staff as appropriate and administering vacation picks per union guidelines;
  • Supervise staff responsible for Affordable Access Program (AAP) to ensure applications are appropriately and consistently screened, recommend process improvements to the program to streamline process and ensure program delivery is optimized and report to Council annually on program metrics;
  • Other duties as assigned
QUALIFICATIONS
Education & Experience:
  • Post-secondary degree in Business, Economics, Public Administration or related field,
  • 5 years experience in billing/ collection, customer service or equivalent experience;
  • A professional accounting designation would be an asset;
Technical/Job Specific Knowledge and Abilities:
  • Strong interpersonal and presentation skills.
  • Professional knowledge of the application of software, including Enterprise platforms, spreadsheets, and databases in accomplishing goals.
  • Sound knowledge of municipal government accounting
Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

WORK STATUS: Permanent position, full time

HOURS OF WORK: Monday-Friday 8:30am-4:30pm;35 hrs/week

SALARY:Level 8,$37.36 per hour as per NSGEU Local 222 Collective Agreement

WORK LOCATION:40 Alderney Drive-5th floor
