, Geospatial Ontario is seeking a
Senior GIS Systems Analyst and Developer
to support the modernization, operational management, and maintenance of the enterprise
GIS Delivery Platform (GDP)
.
The successful candidate will be allocated across three key Geospatial Ontario IT Program projects:
GIS Delivery Platform Modernization FY24-25
(18% allocation - 20 days)
GEO Data Maintenance Modernization
(10% allocation - 11 days)
GIS Delivery Platform Planned Maintenance 25-27
(72% allocation - 78 days)
This role provides senior technical leadership and hands-on expertise in
GIS infrastructure, middleware, and applications
, ensuring alignment with Ontario Public Service (OPS) IT governance standards and program priorities.
Key Responsibilities
Provide
senior technical expertise
in the design, development, implementation, and maintenance of enterprise GIS solutions.
Lead the
analysis, architecture, and documentation
of GIS systems solutions.
Design, build, and implement
platform monitoring, analytics, and reporting middleware
.
Support modernization of the
LIO Editor (now GEO Data Maintenance)
solution.
Lead and support
patching, upgrades, and planned maintenance
of ArcGIS Server, FME, Oracle, and other GDP components.
Conduct
feasibility studies, cost analyses, and technical evaluations
for GIS infrastructure, middleware, and application initiatives.
Provide
implementation and post-implementation support
for GIS applications and services.
Mentor and provide technical direction to junior analysts and development/support teams.
Collaborate with
stakeholders, Business Analysts, and project managers
to align technical solutions with business requirements.
Contribute to
corporate, program, and project-level governance
.
Develop and maintain documentation including
installation guides, build books, and technical specifications
.
Required Skills and Experience (Must Haves)
Hands-on experience with
Esri's ArcGIS Enterprise suite
of products:
ArcPro SDK, File Geodatabases, ArcGIS Enterprise Portal, ArcGIS Notebooks, ArcGIS Server, ArcGIS Image Server, etc.
Proven expertise in
Microsoft Azure
with GIS infrastructure and networking management/modernization.
Proficiency in
Python, VBA, .Net, C++, C#, SQL, and SDKs
.
Additional Skills (Highly Desirable)
Experience with
GIS web application development
(JavaScript, Typescript, HTML5, CSS).
Knowledge of
VertiGIS/Geocortex
and
FME
.
Experience deploying solutions in
cloud platforms
(preferably Azure).
Knowledge of
service-oriented architecture (SOA), microservices, and web services (REST, JSON, AJAX)
.
Strong
incident management and troubleshooting
experience.
Knowledge of
GIS spatial data, analysis, and applications
.
Understanding of
Information Management principles, policies, and practices
.
Experience producing and maintaining
installation, configuration, and operational documentation
.
Strong communication and collaboration skills to
translate technical concepts for non-technical audiences
and achieve consensus with stakeholders.
Public Sector Experience
Experience working on projects in the
Land and Resources I&IT Cluster (LRC)
or other Ontario Government I&IT initiatives is an asset.
Job Types: Full-time, Fixed term contract
Contract length: 12 months
Pay: From $60.00 per hour
