About the Opportunity
Our Public Sector Client is seeking a Senior Special Advisor (Courseware / Learning Developer) to support the transformation of Information Management learning. This role plays a critical part in bridging identified learning needs within the IM community and the production of high quality, instructionally sound learning materials.
The successful resource will translate real world IM requirements into structured, draft ready learning content that will be handed off to the departmental Design, Template, and Publishing team for final production.
Duties include but are not limited to:

  • Engage with the IM community to capture requirements, scenarios, and examples
  • Scope out and design content for learning experiences (modules, workshops, e-learning scripts, job aids) that meet adult learning and IM literacy standards
  • Create structured, ready to produce content for handover, aligning it to IM governance, policies, and the CDS/DM Directive on Stewardship of Digital Assets
Initial Assessment and Planning
  • Review IM Forum priorities and commitments to identify learning needs
  • Analyze existing IM learning products and gaps in instructional design
  • Assess alignment with the Digitization Strategy and TBS Policy on Service and Digital
  • Define scope, timelines, and deliverables for learning content development
  • Establish collaboration protocols with the DTP team and IM stakeholders
Options Analysis
  • Identify potential instructional design approaches (e.g., microlearning, workshops, e-learning)
  • Evaluate content formats and delivery methods based on audience needs and digital readiness
  • Compare options for integrating IM governance and policy content into learning products
  • Assess feasibility, scalability, and alignment with adult learning principles
  • Recommend preferred options for content development and handoff to DTP
Stakeholder Engagement
  • Conduct consultations with IM community members to gather use cases, scenarios, and examples
  • Facilitate workshops or interviews to validate learning needs and priorities
  • Collaborate with subject matter experts to ensure content accuracy and relevance
  • Maintain ongoing communication with the DTP team to ensure alignment and readiness for production
  • Document stakeholder feedback and incorporate it into content design iterations
Strategic Roadmap Development
  • Develop a phased roadmap for learning content creation and delivery
  • Align roadmap milestones with IM Forum priorities and departmental learning cycles
  • Integrate timelines for stakeholder engagement, content drafting, and DTP handoff
  • Include checkpoints for quality assurance, policy alignment, and instructional soundness
  • Ensure roadmap supports broader digital transformation goals under the Digitization Strategy
Solutions Development
  • Design and draft learning modules, e-learning scripts, job aids, and workshop materials
  • Apply adult learning principles and IM literacy standards to all content
  • Ensure content reflects IM governance, CDS/DM Directive on Stewardship of Digital Assets, and other relevant policies
  • Format content for seamless transition to DTP for final production
  • Conduct internal reviews and revisions based on stakeholder input and policy updates
Briefings
  • Prepare briefing materials summarizing progress, challenges, and recommendations
  • Highlight alignment with strategic priorities
  • Present options analysis outcomes and roadmap milestones to senior leadership
  • Provide evidence of stakeholder engagement and content impact
  • Support decision making with clear, actionable insights and next steps
About You
The successful candidate will have the following:
  • Secondary school diploma
  • Certificate, diploma or degree in a relevant field from a recognized post-secondary institution, or an acceptable combination of education, training and experience
  • Minimum of 48 months relevant experience completing tasks similar to those referenced in the "duties"
  • Minimum five years of experience within the last ten years conducting strategic Information Management analysis in a federal government context
  • Minimum three years of experience designing and developing instructional content for adult learners, including practical skill building and professional development
  • English Essential at an advanced oral, written, and comprehension level
  • Valid security clearance at a level of Reliability required
