Responsibilities

PRIMARY PURPOSE



Provides an advanced level of specialized expertise in the development, implementation, and delivery of the rail division's safety programs in support of passenger and employee safety, and achievement of related strategies and plans. Reviews, develops and implements safety policies and procedures to ensure compliance with legislation. Oversee safety programs for BCRTC & WCE operational safety and capital projects.



KEY ACCOUNTABILITIES



Develops the safety management system including policies, procedures, programs, and manuals. Identifies required modifications, recommends changes, and documents outcomes where required.



Designs, develops and implements BCRTC & WCE risk management standards, plans and processes. Evaluates the efficiency and effectiveness of the risk management system, manages the risk database, and ensures data integrity. Supports the development, execution and periodic review of risk management strategies, plans, and improvement programs.



Develops safety programs and initiatives for BCRTC & WCE operational safety and capital projects of large scope to enhance safety performance and support a culture of safety. Participates in various committees, acts as a subject matter expert and provides advanced, specialized advice and guidance to supervisors and managers to ensure compliance with policies, procedures and relevant legislation.



Oversees and participates in day-to-day delivery of safety activities including investigations, inspections, audits, data capture, data analysis, and production of reports and statistics. Oversees the investigation of critical incidents on an on-call basis, engaging all levels of the organization, completing all related documentation and analysis and providing recommendations.



Coordinates activities related to the audit program and liaises with Safety Advisors and other departments heads to ensure objectives are being met with the desired outcomes of a functioning safety management system



Oversee the management of documents, records, programs reviews and other related time-based activities to ensure compliance.



Liaises with internal stakeholders including TransLink's capital project managers, consultants, and contractors to ensure compliance with all regulatory requirements pertaining to contractor safety, including compliance with prime contractor responsibilities.



Liaises with regulatory agencies such as Technical Safety BC (TSBC) and WorkSafe BC (WSBC) on a wide range of issues relating to Management systems.



Provide input into training to managers and supervisors pertaining to safety issues, incident management and investigation.



Conducts research on emerging trends and leverages best practices. Advises and provides recommendations on continuous improvement for safety programs at BCRTC & WCE.



Manages reporting staff and participates in people management activities such as hiring, training, development, and performance management. Schedules the distribution of work and monitors workloads.


Qualifications

EDUCATION AND EXPERIENCE



The requirements for this job are typically acquired through a diploma in a safety-related discipline, plus a Canadian Registered Safety Professional designation or equivalent plus 5 years of related progressive experience.



OTHER REQUIREMENTS



Advanced knowledge of the concepts, principles, practices, and techniques pertaining to safety such as WorkSafe BC regulations.



Advanced knowledge of the relevant policies, legislation, and legal terminology.



Excellent prioritizing, organizing and time management skills and ability to manage multiple projects. Must be able to work independently with minimal supervision as well as in a team environment and demonstrate flexibility in providing advice on an on-call basis.



Advanced communication and interpersonal skills to conduct complex investigations, provide an advanced level of advice, lead committees, and liaise with regulatory agencies.



Advanced analytical skills to investigate accidents and critical incidents, analyze and document findings, and compile and analyze statistics.



Solid problem-solving skills to determine cause of complex accidents and critical incidents, and to develop/recommend corrective action.



Advanced working knowledge of standard office software, including word processing, spreadsheets, presentation software and web-based systems.



Supervisory experience in a unionized environment is an asset.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. The salary for this position ranges from $82,400 - $123,600 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
