:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.As a Senior Property Officer, as directed by the Manager Property Dispositions, oversees and supports in managing a team of real estate professionals and, working collaboratively with other divisions across the organization, supports in the delivery of a variety of corporate realty objectives, including transaction oversight, portfolio review and procurement of vendors of record.What will I be doing?

  • Assists in delivery of realty transactions, including fee simple dispositions, easements, leases and licenses. This will include:
  • Support in negotiations of complex and sensitive real estate transactions, representing Metrolinx interests
  • Understanding the technical requirements of each transaction and identifying appropriate property interests;
  • Engaging with the necessary internal stakeholders to ensure that accommodation is feasible and that there is no conflict;
  • Defining appraisal scope, and others as required, and reviewing reports to ensure fair value;
  • Working closely with Legal Services to draft agreements;
  • Maintain integrity of data and systems in compliance with relevant standards, policies, and directives.
  • Leads continuous review of the realty portfolio, identifying surplus and/or underutilized properties for rationalization/optimization and proactively identify risks.
  • Assist with preparation of approval authorization memos, presentations, financial reporting and briefing materials for the Director, Senior Management Team, and the Board, etc. as required.
  • Ensure compliance with the Province\'s Realty Directive and relevant Metrolinx\'s Realty and Financial Polices.
  • Develops, fosters, and maintains relationships with provincial ministries, municipalities, external authorities, private companies, and the public to facilitate the advancement of organizational objectives.
  • Liaises with internal and external stakeholders (e.g., realtors, lawyers, municipalities, regions, government agencies, CN, CP, Infrastructure Ontario, surveyors, appraisers, property managers and property owners) regarding properties.
  • Develops an in-depth understanding of the business processes, assets, facilities, responsibilities, regulatory requirements, and interdependencies within Metrolinx
  • Carries out research for projects and potential initiatives and analyses the research results.
  • Assist with monthly REM department wide KPI reporting on performance related metrics reported up SMT level.
  • Coaches and mentors staff establishing expectations through active performance management; maintains adequate staff levels through recruitment, selection, and orientation.
What Skills and Qualifications Do I Need?
  • Completion of a university degree in Business, Finance, Accounting, Business Administration, Commerce, Planning, Urban Land Economics or related field - or a combination of education, training and experience deemed equivalent. Completion of a recognized Real Estate Designation would be an asset.
  • Demonstrated years\' progressive experience in contract administration, negotiations, appraisal and assessment or combination.
  • Working knowledge of real estate finance fundamentals, including property valuation and appraisal review .
  • Working knowledge of real estate contracts, including agreements of purchase and sale, leases, easements and licenses.
  • Knowledge of provincial Realty Directive.
  • Interpersonal and oral/written/presentation skills to liaise with all levels within the organization; to work effectively with specialists across multiple sectors.
  • Interpersonal and mentoring skills with the ability to clearly articulate creative ideas and give direction to junior staff.
  • Proficiency in MS Office (e.g. Outlook, Word, Excel, PowerPoint, etc.).
