Job Description

Under the general direction of the Manager of Capital Projects Oversight and Reporting, the Senior Project Review Specialist performs quality reviews on proposed and approved Major Capital Projects (i.e. - projects $25 million and greater) and in-year Administrative Reports recommending authorization of Major Capital Projects. The Senior Project Review Specialist improves project delivery quality by participating in the application of standardized project management methodology reviews and participates in the on-going review of the City's capital program in order to support the decision-making process, improve the efficiency of capital use, improve project execution and ensure openness and transparency. This position implements processes and procedures to address observations made by the City Auditor.

Senior Project Review Specialist

, you will:

Perform a comprehensive review of Major Capital Projects to ensure those budgets appear adequate (i.e. the project is not under budgeted), Class of Estimate is accurate and that those projects appear likely to be delivered successfully (on time and on budget) as being proposed by the Winnipeg Public Service to Council. Participate in the ongoing review of the capital program for the City, focusing on Major Capital Projects. Perform a comprehensive review of in year Administrative Reports prepared by departments that are recommending to Council the authorization of large capital projects, ensuring reports meet the standard of openness and transparency, are complete/contain all information to allow elected officials to make an informed decision and are likely to be delivered successfully (on time and on budget). Recommend changes as required. Participate in the annual development process for the Corporate Capital Budget processes. Improve the quality of project delivery in the City by updating Administrative Directive FM-004 - Asset Management to implement lessons learned on previous Major Capital Projects and address all recommendations made by the City Auditor.

Your education and qualifications include:




Successful completion of a Bachelor's degree in Accounting, Finance, engineering or business, OR Certified Engineering Technologist (CET) designation, combined with 5-8 years of experience including project management experience and considerable financial knowledge. An equivalent combination of education, training and experience may be considered.

Successful completion of the associated professional designation in addition to the education listed above is considered an asset including obtaining a CA, CGA, CMA, CPA, P.Eng or a CET. A Project Management Professional (PMP) or equivalent certification is considered an asset.

General knowledge of P3 partnerships and their financial structure is an asset.

Experience analyzing, and interpreting accounting, financial and statistical reports with the objective of providing advice and direction to management.

Experience conducting economic impact, cost-effectiveness, and other analytic studies that form the basis of reports and decision-making.

Experience reviewing and challenging assumptions in proposals.

Understanding of engineering principles and financial aspects of capital project and asset management.

Ability to establish and maintain effective professional and working relationships with a wide variety of people at all levels.

Ability to identify and objectively analyze complex issues, interpret clients' needs, and develop innovative and practical solutions.

Knowledge and understanding of public sector issues and governance, management and accountability concepts and practices. Ability to utilize a variety of computer applications in particular Microsoft Office Suite (Excel, Word, Power Point, and Outlook).

Ability to work independently with minimum supervision and oversight.

Good understanding of risk assessment and contingency planning.

General understanding of classes of estimates.

Knowledge of private construction, capital project contractor and consultant practices.

Excellent interpersonal skills with the ability to build and maintain working relationships with City Staff, Senior Administration, Department Heads, contractors, consultants, and other external groups. Ability to interact with others with tact and diplomacy.

Strong communication skills including the ability to communicate effectively both orally and in writing.

Superior organizational skills: ability to plan, organize and prioritize workload and to meet deadlines.

Knowledge of project management best practices.

Knowledge of the capabilities and application of computerized financial systems especially those more particular with life cycle costing, project management and asset inventory systems.
