How you will contribute as part of the TRCA team:
The Senior Project Manager is responsible for managing multiple complex erosion control projects in ravine and valley settings primarily in the City of Toronto, while supervising a small team within project areas. The Senior Project Manager collaborates with TRCA teams, project partners and stakeholders to manage as well as plans, develops and implements complex projects with high levels of risk. This role manages critical relationships with stakeholders while providing subject matter technical expertise and contributing to project execution.
Major Responsibilities:
Leads and manages all aspects of assigned complex high risk, often multi-year projects including project charter, project plan and schedule, project approvals, project resources, project progress, budget, risk management, issues management, change management, resource management, and quality assurance
Establishes project goals and objectives, develops project control procedures and quality assurance activities for projects, and develops approaches to measure and reports on performance
Engages and works in collaboration with project staff, TRCA divisions and external project partners and coordinates Project Management Teams, Working Groups or Committees
Prepares preliminary work plans to develop estimates for projects. This includes working with staff to develop preliminary estimates and determining the number of hours required to complete planning, design, approval, procurement, and other phases of the project
Prepares, in conjunction with the procurement team, procurement documents, contract agreements; develops Request for Proposals (RFP) with proficiency and evaluates proposals
Oversees the work of consultants or contractors ensuring adherence to project scope, timelines, budget and requirements; evaluating performance to ensure adherence to project schedule, budget, scope, and contract terms
Prepares, manages and controls project budgets. Negotiates and documents changes involving scope, timelines and budget impacting the project
Leads and develops municipal partnership projects and programs to further leverage already secured funding to stabilize known erosion hazards
Supervises the project area team, that works collaboratively with internal TRCA construction teams, on site logistics, tracking and scheduling of vehicles, equipment, and materials
Manages contracts for planning, design, engineering and construction projects and works collaboratively with other TRCA contract management leads
What will you need to succeed:
Education (degree/diploma/certifications)
University Degree in Environmental/Civil Engineering, Environmental Protection or a related field
Licensed Professional Engineer with Professional Engineers Ontario or Certified Engineering Technologist with Ontario Association of Certified Engineering Technicians and Technologists
Valid Ontario Class G2 driver's license
Experience
5+ years of experience managing complex multi-disciplinary project in relevant field with minimal direction, while effectively balancing political, community and stakeholder interests and meeting project deadlines
1+ years of progressive managerial, supervisory or project management experience
Knowledge/Skill/Ability - Competencies
Excellent written and verbal communication skills to communicate project status for various audiences, prepare reports and proposal writing; and analytical skills
Familiarity with erosion processes and managing projects to address natural hazards
Expertise in understanding and evaluation of the Environmental Assessment Act and the ability to execute complex Environmental Assessment (Class and Individual) processes to advance project planning and approvals
Expertise and understanding of environmental legislation including but not limited to: Fisheries Act, Endangered Species Act, Lakes and Rivers Act, Migratory Birds Act, Fish and Wildlife Conservation Act, Public Lands Act and the Provincial Policy Statement
Able to comprehend documentation that is technical or scientific in nature, skilled in writing technical reports or manuals and communicating these to a non-technical audience
Knowledge of procurement practices, project management and risk management concepts
Able to self-manage workload and prioritize tasks as an ongoing challenge in a frequently fluctuating workload and multiple deadlines
Ability to design and conduct public engagement and facilitate negotiations
Effective problem-solving skills and leadership skills, including staff coaching and managing performance and working collaboratively with other divisions. Strong budget management and cost control skills
Excellent interpersonal skills and ability to work as a team member to coach staff and work with stakeholders (internally and externally); ability to deal tactfully and courteously with stakeholders, public officials
Knowledge of Occupational Health and Safety Act and regulations and the Accessibility for Ontarians with Disabilities Act
Proficiency in MS Office suite including online software such as MS Teams, WebEx, and SharePoint, as well as other Project Management software
