Transportation Service's Project Design and Management Section is seeking Senior Project Managers to lead the design, consultation, and client-oversight for the delivery of complex, multi-modal quick build and civil construction capital projects across Toronto. These capital projects contribute to shaping a more livable, equitable and resilient city and keep Torontonians moving safely.
The Project Design and Management Section undertakes a variety of projects across four units:
  • Cycling and Pedestrian Projects – Accountable for the integrated design and delivery of cycling and pedestrian infrastructure including new sidewalks, and on and off street bikeways.
  • Major Projects – Accountable for the preliminary design of major transportation infrastructure projects as generally determined through Environmental Assessment processes and provides oversight for the detailed design and delivery of projects.
  • Neighbourhood Projects – Accountable for the integrated design and delivery activities related to neighbourhood projects and programs such as StreetART, neighbourhood scale streetscape improvement and safety projects, and wayfinding.
  • Vision Zero Projects – Accountable for the integrated design and delivery of programs and projects related to the City's Vision Zero Road Safety Plan.
  • The Project Design and Management Section is also growing to manage the delivery of surface transit improvement projects.

Currently, Transportation Services is hiring for Senior Project Managers within the Major Projects, Vision Zero Projects, Cycling and Pedestrian projects, and the new surface transit improvements unit, but will be establishing a qualified candidate list for the Project Design and Management Section to be considered for future permanent or temporary positions. The candidate list may also be used for other permanent and temporary positions in Transportation Services.
The Senior Project Managers will oversee multiple capital design projects and initiatives that help to advance Transportation Service's Divisions goals within adopted City policies, like TransformTO, Vision Zero Road Safety Plan and Toronto's COVID-19 Recovery and Rebuild Strategy, and will ensure projects meet the City's engineering design standards, are effectively communicated and are implemented on time and within budget.
The Senior Project Manager candidates should possess extensive experience in designing multi-modal transportation projects within an urban environment and managing multi-disciplinary teams, the ability to work under time constraints and meet deadlines, and have proven communication skills to interact with internal and external stakeholders and the public.
Major Responsibilities:
The primary functions associated with this position include, but are not limited to:
Technical Design Knowledge, Research and Analysis
  • Leads quick build project design, environmental assessments and studies, and preliminary civil construction design (30%) processes for multi-modal transportation projects, supporting capital delivery initiatives including pedestrian infrastructure (sidewalks, curbless streets, public realm and streetscape enhancements, infrastructure safety reconfigurations, etc.), on-street high-quality cycling infrastructure (cycle tracks, bike lanes, protected intersections, etc.), multi-use trails, and vehicular infrastructure.
  • Oversees and/or supports the delivery of multi-modal projects including quick-build and civil construction.
  • Reviews, produces and comments on materials including technical reports, functional plans and detailed design drawings.
  • Researches and applies best practices and design innovations by equivalent municipal programs, legislation, academic studies, policy and procedures concerning multi-modal solutions.
  • Conducts public consultation including public and stakeholder meetings and events; responds to emails and phone calls; and collects, consolidates, and incorporates public feedback into designs.


Project Management, Relationship Building and Consultation
  • Leads, manages, and delivers complex, multidisciplinary engineering studies and capital projects with competing deadlines.
  • Supervises and coordinates the work of multidisciplinary, inter-divisional and inter-agency project teams, as required, including the scheduling, assigning, and reviewing of work and monitoring service standards and delivery.
  • Establishes, maintains and develops linkages to other departments, agencies, boards and commissions, and other orders of government to ensure effective partnerships.
  • Prepares staff reports and correspondence for a variety of audiences and makes presentations to senior division staff, elected officials and the public.
  • Develops Terms of Reference, scopes of work, specifications and materials for projects and consultant requirements for all purchasing call documents including RFQ, RFP and oversees such external consultant assignments and projects including proposal evaluation, vendor selection, legal agreements and ongoing contract management with selected vendors.

Resource Management and Compliance
  • Monitors projects to ensure completion in accordance with approved plans.
  • Develops business cases, and ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Works effectively and independently with City Councillors, staff and all City divisions, citizen groups, businesses, residents, property owners and other stakeholders, as required, on behalf of the City in order to achieve and implement the program and policy objectives.

Key Qualifications

  • Post-secondary education in planning, civil engineering, landscape architecture, urban design, project management with relevant experience or a discipline pertinent to the job function and/or equivalent combination of education and experience.
  • Extensive experience in project management / coordination, delivering projects, activities and assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests.
  • Considerable experience in street design, active transportation design, road safety, transit streets improvements, streetscape improvements, urban design, quick build projects, traffic operations and/or landscape architecture.
  • Considerable experience in developing Terms of Reference, scope of work, specifications and materials for projects and consultant requirements for all purchasing call documents including RFQ, RFP and oversees such external consultant assignments and projects including proposal evaluation, vendor selection, legal agreements and ongoing contract management with selected vendors.
  • Experience in supervising, monitoring, mentoring, and motivating other staff would be considered an asset.
  • Experience with AutoCAD, Adobe Creative Suites, Microstation, SketchUp, and/or ArcGIS or QGIS would be considered an asset.
  • Ability to deliver on demanding assignments requiring critical judgement, analytical thinking, and problem-solving with creativity would be asset.
  • Ability to effectively represent the Division and to maintain relations and work with community and interest groups, the general public, elected officials, internal and external clients and consultants.
  • Highly developed interpersonal skills with the ability to communicate both orally and in writing at all levels of the organization, with elected officials and the public.
  • Knowledge of various legislation related to the field, including the Occupational Health and Safety Act.
