Waterloo Regional Health Network (WRHN) is implementing a multi-year Facilities Redevelopment Master Plan to facilitate building a regional system of care that will meet the growing needs of the local community, expected to grow to 1 Million by 2050, and provide care closer to home for decades to come.



Led by the Vice President, Redevelopment, the Redevelopment Team works collaboratively across WRHN to plan, design, and implement all components of the Multi-Year Facilities Redevelopment Master Plan. The plan includes:



a new, state-of-the-art hospital site in Waterloo (WRHN @ The University);

renovating and expanding the existing WRHN @ Midtown Site as an ambulatory and urgent care centre;

expanding WRHN @ Chicopee in Kitchener for modernized and expanded rehabilitation capacity and;

maintaining WHRN @ Queen's Blvd. to continue to deliver excellent care and service to our communities until approximately 2035.

Position Summary

:



As a team member of the Waterloo Regional Health Network (WRHN) Redevelopment Office and an integral part of the overall Project Team and under the direction of the Project Director, Transaction & Construction, the Senior Project Manager, Transaction & Construction will provide technical leadership for the WHRN Capital Redevelopment Project and additional capital redevelopment initiatives within the Waterloo Regional Health Network portfolio of facilities.



The Senior Project Manager, Transaction & Construction will bring a broad understanding of the development of transactional and construction contract documents, procurement, and construction management to the position. A strong understanding of project planning, site planning, and design and construction of healthcare projects delivered using a Public-Private-Partnership (P3) framework, and in particular, the DBFM model is an asset. They will focus on, and lead the development of PSOS documentation, Transaction Documents , Procurement, and Construction phase of the project.



The Senior Project Manager, Transaction & Construction should have a working knowledge of the policies, procedures, and processes of the Ministry of Health and Infrastructure Ontario; and exhibit strong project management skills, as well as strong inter-personal skills.



General Responsibilities:



Support the implementation of the overall project's development, provide input, review, coordination and integration of the planning, design, and transactional documentation into the project works, including, but not limited to, project specifications, in particular, project specific output specifications (PSOS), including facilities management output specifications (FMOS), and FFE project integration requirements;

Support the development and execution of project RFQ(s), Project Agreement(s) (PA), and RFPs for the projects involved, and provide support to the Project Director in the execution of project Enabling Works, Off-Site infrastructure and works with project specific regional and municipal utility organizations;

Attend, all project related meetings with the planning, design & compliance (PDC) team, Project Company (PCo), hospital user groups, project partners and various authorities having jurisdiction;

Ensure compliance of all documentation developed in the execution of Stage 2 Proposal Contract documents (PSOS development), Stage 3 (Procurement), and late Stage 3 (Implementation/Construction) and (Occupancy - Project Settlement) phases; ensuring that the project's execution is being undertaken in accordance with transaction documentation;

Work with Project Director to identify project related risk throughout the implementation of the project;

Assist in the planning and development of the Site Master Plan, including working with Project Director, Planning & Design

Assist in the development of facility decommissioning requirements because of facility consolidations to the new University site;

Provide open communication and support effective collaboration with entire project team to ensure cohesive approach to a successful project delivery;

Assists Project Director, Planning & Design to resolve project implementation issues that are not in accordance with planning and design requirements, identify and document issues and facilitate resolution with Redevelopment Team, Planning, Design & Compliance (PDC) team, PCo, and Infrastructure Ontario;

Assist Redevelopment Team Project

Managers as required to address both Facilities Management and FFE project

scope development and implementation requirements.


Technical Requirements



Supports the development of project technical requirements with internal project staff, consultants, and hospital user groups;

In addition to the Project Director, Transaction & Construction; work closely with the Project Director, Planning & Design, and; the Project Director, Service Planning & Operational Readiness; to support related programming, planning, design and operational project development requirements;

Provide input into the development of project plans, scheduling of works, and implementation schedules;

Work closely and effectively with internal project resources in procurement, quality, bio-medical, information communication technology, facilities, and engineering


Planning, Design & Project Management

Assist the Project Director, Planning & Design in the scope development and documentation associated with other related projects in support of the main redevelopment project including the coordination of site works, utility services, project planning, issuance of tender works, evaluations and construction management throughout the project; Working closely with the Project Director(s), create and manage identified project risks, including identifying, assessing, monitoring and tracking technical risks and resolving issues particularly as they relate to the overall project success, including construction; Collaborate with all external stakeholders and partners, including the City of Waterloo, Region of Waterloo, the university of Waterloo, and related provincial Ministries (Transportation, Environment), 3 rd Party Utility providers; Work closely with Waterloo's partners (Municipality, City, Utilities) and their consultants to facilitate the implementation of the Off-Site Infrastructure and Enabling Project works; Work with the project team to integrate all aspects of the project into the technical documents, including FF&E, ICAT, and Sustainability (LEED/Energy) initiatives;

Procurement & Construction

Working with the Project Director and Redevelopment Team, support efforts with IO and the PDC during the hospital's engagement during RFP Open Periods in regard to the technical submissions; during the Closed Period in regards to the technical submissions and evaluation; and be an active participant in the RFP review process;

In collaboration with redevelopment project team review all documents, drawings, and submissions for integration of construction related processes for ICT, FFE; LEED and WELL Building initiatives;

During Stage 3 (Implementation/Construction) be responsible for the review and documentation, adherence/deficiencies associated with the project's development to ensure the review and resolution of ongoing construction related issues, all in accordance with agreed upon project documentation (PSOS, PA, other); Coordinate Transition Planning and Move work as it relates to the consolidation of services from decommissioned sites to the new University site Undertake the Project Closeout

Position Requirements:

Diploma or Degree in Architecture, Construction Management, Engineering where project management forms part of curriculum

Minimum 5 - 10 years of related experience in healthcare or a similar field Accredited Member with the applicable Professional Association is considered an asset Project management experience as part of a healthcare capital planning project team, including experience working on Design Build Finance Maintain (DBFM) projects, Construction Management (CM) projects is considered an asset; Project planning, development, and implementation skills Proven experience in working effectively within diverse teams of project consultants, specialists, and user groups Able to work in a fast paced, results and schedule driven team environment PMP designation is an asset Knowledge of Broader Public Sector Guidelines and guidelines and best practices for construction procurement processes is required Experience with creation of procurement documents (RFT, RFQ, RFP, RFSQ) is an asset Detailed understanding of construction methods and processes, on-site construction experience is a requirement Solid understanding of building systems & infrastructure Experience with municipal and regional permit applications processes Knowledge and understanding of Ontario Building Code, CSA Standards, and other applicable standards Sustainable Design/LEED experience Commissioning and Decommissioning experience Understanding of Ontario Health Teams (OHTs) and MoH capital planning project processes Understanding of Infrastructure Ontario P3 project delivery method Advanced influencing, communications, and presentation skills Consultation, negotiation, and consensus building skills Experience in finding positive solutions to complex issues and problems with a variety of stakeholders Ability to always maintain confidentiality Excellent interpersonal, communication, and organizational skills Demonstrated ability to manage complex and concurrent project activities, meet deadlines and manage change is essential Well versed with Revit, AutoCAD, MS Project, SharePoint and Microsoft Office Suite Experience in a clinical hospital setting is an asset
