Reporting to the Division Chief, Technology of Fire Services, the Senior Project Manager will lead the multi-year project to plan, procure and implement the equipment and services necessary to maintain, replace or upgrade the City's emergency service radio communications infrastructure by the end of 2029. Working with the Toronto Radio Infrastructure Program (TRIP) multi-divisional/agency technical team (Police, Paramedics, and Fire), the Senior Project Manager will facilitate project planning activities, manage the project schedule, budget, scope, risk register, and stakeholder communications.
Major responsibilities:

• Develops comprehensive project plans that define project requirements, scope, deliverables, timeline, and budget.
• Establishes program monitoring and control mechanisms for managing scope, cost, timeline, and risks.
• Monitors project activities to ensure completion in accordance with approved plans, budget, timelines and agreements.
• Maintains a central repository of all project documentation, including budget, meeting minutes, project plans, status reports, and deliverable documentation.
• Conducts research when necessary, which considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
• Ensures effective cross-divisional teamwork and communication, high standards of work quality, health and safety and organizational performance and continuous learning.
• Supervises the work of multidisciplinary and inter-divisional project teams, as required, including the scheduling, assigning and reviewing of work. Establishes, maintains and develops linkages to other City divisions, agencies, boards and commissions, and other orders of government to ensure effective partnerships.
• Creates and manages interdivisional, interdisciplinary and interagency teams and consultation processes to plan toward and support capital works delivery while addressing political, community, business and other stakeholder interests.
• Advises and responds to requests from senior management and the Program Steering Committee on project issues, status and technical matters.
• Works effectively and independently with City Councillors, staff and all City divisions, citizen groups, businesses, individuals, property owners and other stakeholders, as required, on behalf of the City to achieve and implement project objectives.
• Represents the Division regularly at meetings for large-scale, complex initiatives concerning divisional projects. Coordinates public consultation meetings in collaboration with elected officials concerning the impacts of large-scale and complex projects.
• Organizes and delivers presentations to Committees of Council and/or senior management, and at conferences, seminars and events, as required.
• Lead the preparation of various formal contractual documents such as: Request for Expression of Interest (REOI), Request for Information / Proposal / Quotation / Resource (RFI/P/Q/R), Statement of Work (SOW), Memorandum of Understanding (MOU) and Service Level Agreements (SLA).
• Ongoing liaison between Purchasing & Materials Management Division and program staff, undertaking briefings and site inspections during the proposal stage, evaluation of proposals, recommendation of the selection of consultants for assigned projects, execution of legal agreements and contracts and ongoing contract management with selected vendors.
• Manages consultants, contractors and projects/contracts, implements quality assurance/quality control procedures, prepares documentation for authorizing payments in accordance with the City's financial authority and by-laws or contract terms.
• Ensures excellent customer service is provided to both external and internal clients.
• Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant provincial or federal codes and regulations, and City policies.

Minimum Qualifications:
Must possess:

• Post-secondary degree or diploma in Computer Science, Information Technology, or related discipline.
• Extensive experience managing large, complex technology infrastructure projects, including lifecycle planning, preparation and issuance of procurement documentation, and managing multi-divisional teams.
• Experience specifically with Land Mobile Radio System is an asset.
• A valid Province of Ontario Class "G" Driver's Licence (or the ability to obtain one) and the ability to travel frequently between various work locations and project sites across the City.

Must also have:

• Demonstrated political acuity, excellent interpersonal, collaboration and communications skills, with experience in successfully balancing multi-stakeholder expectations and engagements.
• Advanced analytical and written communication skills with the ability to prepare technical communications, documents and reports.
• Proven ability to lead effective project teams using negotiation and conflict resolution skills and develop collaborative internal and external business relationships.
• Excellent customer service, conflict resolution, interpersonal and negotiation skills with the ability to establish effective working relationships with employees, management, both internal and external stakeholders and clients.
• Exceptional leadership, judgment, problem-solving and decision-making skills, combined with the ability to deliver in a matrix environment.
• Demonstrated proficiency in Microsoft Suite (PowerPoint, Project, Word, Excel, etc.), as well as an excellent knowledge of Project Management tools and processes.
• Knowledge of safe work procedures and practices, equipment and technologies related to field and office work in an engineering and construction environment is an asset.
• Knowledge in applying the Occupational Health and Safety Act, regulations and other related legislation.
• Project Management Professional (PMP) designation an asset.
• Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
