Our client, a major Ontario Public Sector organization, is seeking an experienced
Project Manager
to oversee and deliver large-scale IT initiatives, including software licensing agreements, technology procurements, and Treasury Board submissions. The ideal candidate will possess a deep understanding of Ontario Government governance processes, financial management, and project delivery standards.
This role requires proven leadership in managing complex, multi-stakeholder technology projects and strong familiarity with public sector frameworks, including Treasury Board and enterprise architecture processes.
Responsibilities
Lead and manage large Ontario Government IT projects through full lifecycle, including initiation, planning, execution, and closure.
Oversee all administrative and governance processes such as review boards, financial tracking, and report backs.
Develop and negotiate
Licensing Agreements
and
IT Software Statements of Work (SOWs)
in alignment with procurement policies.
Facilitate the creation and approval of
Treasury Board or SPP submissions
, ensuring compliance with OPS guidelines.
Lead technology infrastructure procurements, coordinating vendors, stakeholders, and internal teams.
Apply
Project Management Institute (PMI) principles
and best practices for project scheduling, monitoring, and reporting.
Provide accurate financial analysis, forecasting, and tracking for multi-year engagements.
Ensure all initiatives comply with
Accessibility for Ontarians with Disabilities Act (AODA)
standards.
Communicate effectively with senior executives, stakeholders, and cross-functional teams through reports and presentations.
Identify project risks, develop mitigation strategies, and promote I&IT project management best practices.
Must Have Qualifications
Experience utilizing, managing, and understanding various software development methodologies, including Agile/Scrum and scalable minimum viable products (MVPs).
Experience leading, facilitating, and initiating large-scale technology infrastructure procurements.
Knowledge and experience with creating, augmenting, and negotiating Licensing Agreements and IT Software Statements of Work (SOWs).
Experience developing Treasury Board or SPP submissions.
Nice to Have
Previous experience within the Ontario Public Service (OPS) or broader public sector environment.
Knowledge of Information Management principles, concepts, and practices.
Familiarity with Ontario Government Enterprise Architecture processes and deliverables.
Strong communication, facilitation, and consensus-building skills.
