The Senior Project Manager will lead large-scale, complex, high-profile, and high-risk projects in the Ontario Public Service (OPS) I&IT environment. This role is responsible for delivering integrated enterprise Data & AI initiatives that align with business and technology objectives. The successful candidate will oversee planning, execution, and governance of projects spanning multiple stakeholders, ensuring delivery within scope, budget, and schedule.
Key Responsibilities
Manage full project lifecycle for multi-year, multi-million-dollar I&IT initiatives, including scope, schedule, budget, quality, and risk management.
Collaborate with business, data, and technology teams to drive modernization initiatives in AI, data governance, and Azure cloud ecosystems.
Oversee data platform design, cloud architecture, and implementation efforts, particularly leveraging
Azure Data Factory, Databricks, Data Lake, Unity Catalogue, and SQL Warehouse
.
Ensure adherence to OPS governance, gating procedures, and ITIL-based operational processes.
Manage stakeholder communications, ensuring alignment between technical and non-technical audiences.
Facilitate Agile and hybrid delivery models across project teams.
Develop and maintain project artifacts including business cases, financial documentation, Privacy Impact Assessments (PIA), Threat Risk Assessments (TRA), and communication plans.
Support procurement processes for technology infrastructure and services.
Ensure compliance with OPS privacy, security, and accessibility standards.
Required Skills and ExperienceProject Management - 35%
10+ years
of integrated enterprise project management experience across business and I&IT teams.
Demonstrated experience managing
multi-year, multi-million-dollar budget projects.
Proficiency with
Microsoft Office tools
(Visio, Project, PowerPoint, Word, Teams) for project planning, reporting, and collaboration.
Experience managing project life cycles using collaboration tools such as
Jira, Trello, MS Project, KanBan, or Workamajig.
Technical, Deployment, and Integration - 35%
Experience with
Agile/Scrum
and scalable product delivery methodologies.
Deep expertise in
Azure Cloud Data services
, including
Data Factory, Databricks, Data Lake, Unity Catalogue, and SQL Warehouse.
Proven experience with
AI and Large Language Model (LLM) technologies
in enterprise environments.
Strong understanding of
Data & AI governance frameworks
and best practices.
Documentation and Governance - 20%
Experience creating privacy, financial, communication, and IT documentation including
Business Cases, PIAs, TRAs, RFS, and RFIs.
Public Sector Experience - 10%
Experience with
OPS business processes, gating procedures, project management requirements, and ITIL-based service management frameworks.
Additional Must-Haves
15+ years
of experience in
Data & AI strategy and execution
within large, multi-stakeholder environments.
Experience with
