Role Overview



We are seeking an experienced

Project Manager

to lead large-scale, complex, high-profile, and high-risk projects within the Ontario Public Service (OPS) Information & Information Technology (I&IT) portfolio. The successful candidate will ensure project deliverables are delivered on time, within scope, and on budget, while fostering strong collaboration across diverse, cross-functional teams.

This role involves program oversight, stakeholder engagement, business case development, organizational change management, and leadership of cybersecurity-related projects.

Key ResponsibilitiesProject Management - 70%



Lead and deliver large-scale, high-risk, and complex IT projects, with a focus on

cybersecurity initiatives

. Develop, monitor, and manage project schedules, integrated plans, scope, and deliverables. Manage large project budgets, including estimates, forecasts, reconciliation, and reporting, ensuring strong fiscal accountability. Apply OPS I&IT standards, methodologies, and best practices to maintain quality, compliance, and alignment with enterprise strategies. Supervise project staff, consultants, and resources to ensure alignment and productivity. Identify, assess, and mitigate risks and issues, presenting clear recommendations to stakeholders. Develop and obtain approval for

business cases

, including governance and Treasury Board approvals.

Technical Expertise - 15%



Lead and guide

Scrum teams

, leveraging agile tools to run daily standups and iterative progress tracking. Apply project management methodologies and techniques across all IT project life cycle phases (Agile, Waterfall, SDLC, ITIL, PMI/PMBOK, UPM). Ensure integration with

enterprise architecture

and compliance with information management policies and best practices. Monitor technology trends and standards to guide resolution of design and integration challenges.

Leadership & Communication - 15%



Plan and direct all phases of complex, enterprise-wide projects, coordinating technical and business resources. Provide

change management leadership

, deploying strategies to manage organizational resistance. Manage executive-level stakeholder relationships, ensuring transparency in progress, risks, and deliverables. Prepare and deliver status reports, proposals, and business cases for senior management and multi-stakeholder governance. Supervise and guide teams, fostering collaboration, clarity, and results-driven execution. Leverage negotiation and mediation skills to resolve conflicts and maintain effective working relationships.

Required Skills & Experience



Proven track record of

managing large, complex projects

within an IT Project Management Life Cycle (PMLC). Strong experience with

cybersecurity-related projects

. Expertise in

program oversight & management

with the ability to supervise, lead, and guide cross-functional teams. Demonstrated success in

stakeholder and executive engagement

, including Treasury Board approvals and governance processes. Strong ability to develop and manage

business cases

, budgets, and forecasts, ensuring fiscal responsibility. Hands-on experience with

Agile, Waterfall, and hybrid methodologies

in enterprise IT environments. Knowledge of information management principles, SDLC, enterprise architecture, ITIL, PMI/PMBOK, and UPM frameworks. Exceptional

(verbal and written), including executive reporting, presentations, and documentation. Skilled in

organizational change management
