Role Overview



The Senior Project Manager will lead and deliver

large-scale, complex, high-profile, and high-risk projects

within the Ontario Public Service (OPS) I&IT organization. The role requires ensuring projects are delivered

on time, within scope, and on budget

, while driving cost-effectiveness, efficiencies, compliance with OPS standards, and stakeholder alignment.

The successful candidate will demonstrate strong expertise in

project governance, vendor performance management, data migration/modernization, financial oversight, and PowerBI reporting

, while effectively leading cross-functional teams through all phases of the project lifecycle.

Key Responsibilities



Project Leadership & Governance

Provide project management standards, methodologies, processes, techniques, and governance "health-checks" to sponsors, executives, managers, and project teams. Lead large IT/business programs across the full SDLC lifecycle. Establish and participate in steering committees and senior stakeholder forums. Promote OPS I&IT standards and best practices to ensure compliance and quality control.

Planning & Execution

Develop project plans, schedules, integrated roadmaps, and governance artifacts. Create templates, scorecards, and financial reconciliations. Oversee vendor onboarding, performance monitoring, and contract compliance. Coordinate cross-ministry dependencies and manage complex funding structures.

Risk & Change Management

Proactively identify, assess, and mitigate risks and issues. Provide strategic recommendations to senior executives to resolve challenges. Develop and implement change management and communication strategies. Ensure organizational readiness and adoption of new systems/processes.

Financial & Reporting Oversight

Develop and manage large project budgets, ensuring fiscal control, accountability, and reconciliation. Provide cost estimates, forecasts, and financial reports. Build PowerBI dashboards and reports to support executive decision-making. Deliver program/project reporting to multiple stakeholders, including senior executives.

Technical & Analytical Support

Manage legacy system data migrations, modernization, and data validation. Support the development of conceptual and detailed architecture documentation. Apply Agile project management methodologies where applicable. Ensure security, privacy, and ITSM principles are embedded in project delivery.

Required Skills & Experience (Must Haves)



Demonstrated expertise providing

project management standards, methodologies, processes, techniques, and governance guidance

, including project health-checks.

PowerBI expertise

- ability to design and build dashboards/reports. Proven experience in

building and implementing vendor performance frameworks

to track, monitor, and report on vendor performance. Hands-on experience with

legacy system data migrations and modernization

General Skills & Qualifications



10+ years of experience leading large-scale, complex IT/Business programs. Strong background in OPS project management methodologies and frameworks. Experience developing and managing

project schedules, deliverables, scope, and budgets

. Expertise in

risk identification, mitigation, and executive-level reporting

. Proven ability to lead cross-functional, matrix teams (OPS staff and consultants). Strong communication, negotiation, and interpersonal skills with executive presence. Knowledge of AODA, Information Management principles, and Ontario government policies/procedures is an asset. Familiarity with Ontario's

Digital Service Standard (2021)

and

I&IT governance

is highly desirable.

Desirable Skills



Knowledge of

PMBOK (Project Management Body of Knowledge)

best practices. Experience with Agile methodologies and n-Tier architecture. Familiarity with ITSM principles and Windows-based platforms. Policy development, procurement, and business case development experience. Experience with

PowerBI reporting, financial analysis, and communications strategies

Job Types: Full-time, Fixed term contract
Contract length: 12 months

Pay: From $75.00 per hour
