Waterloo Regional Health Network (WRHN) is implementing a multi-year Facilities Redevelopment Master Plan to facilitate building a regional system of care that will meet the growing needs of the local community, expected to grow to 1 Million by 2050, and provide care closer to home for decades to come.
Led by the Vice President, Redevelopment, the Redevelopment Team works collaboratively across WRHN to plan, design, and implement all components of the Multi-Year Facilities Redevelopment Master Plan. The plan includes:
a new, state-of-the-art hospital site in Waterloo (WRHN @ The University);
renovating and expanding the existing WRHN @ Midtown Site as an ambulatory and urgent care centre;
expanding WRHN @ Chicopee in Kitchener for modernized and expanded rehabilitation capacity and;
maintaining WHRN @ Queen's Blvd. to continue to deliver excellent care and service to our communities until approximately 2035.

Position Summary
:
WRHN's Redevelopment Team is looking for an enthusiastic, seasoned senior project manager with extensive technical and personal skills, and a solid capital and redevelopment planning experience within the acute care hospital sector. The Senior Project Manager will be responsible for the management and coordination of all aspects of the MOH Capital Planning Process, from concept to completion, as part of the major capital redevelopment project, WRHN @ The University.
The Senior Project Manager is responsible for managing all phases of the project life cycle, from initiation and planning through to implementation and closure, ensuring the successful completion of all deliverables. This role encompasses oversight of project objectives, ensuring adherence to schedules and budgets, while seeking opportunities for improvement. A comprehensive understanding of healthcare planning, building sciences, infrastructure systems, and construction is essential. The role will also require LEED and WELL certification experience; accreditation in one or both is preferred.
The Senior Project Manager will bring a broad understanding of the development of design for the block schematics, detailed design, construction contract documents, procurement, and construction management to the position, with a strong understanding of project planning, site planning, and design and construction of healthcare projects delivered using a Public-Private-Partnership (P3) framework, and in particular, the DBFM model.
The Senior Project Manager is to have a good working knowledge of the policies, procedures, and processes of the Ministry of Health and Infrastructure Ontario, and exhibit strong project management skills, as well as strong inter-personal skills.
General Responsibilities:
General/Technical:
Manage and oversee the Design Team, including Prime Consultants and Specialty Consultants, in potentially different project procurement and delivery methods, in overlapping timelines.
Provide open communication and support effective collaboration with entire project team to ensure cohesive approach to a successful project delivery.
Work with the Senior Project Managers, Transaction & Construction to ensure a comprehensive development of project requirements for both Planning & Design and the Transaction & Construction requirements of the project.
A multidisciplinary approach to building construction and familiarity with various project delivery models, including Stipulated Sum, Design-Bid-Build, Turnkey, Construction Management, Alternative Financing and Procurement (AFP), and Integrated Project Delivery (IPD).
Seamless coordination among all project disciplines, guaranteeing that the final product aligns with user functional requirements, the project timeline, and the established budget.
Effectively translate user requirements into actionable planning, design, and technical directives for design teams, vendors, and construction trades.
Support the development of project technical requirements with internal project staff, consultants, and hospital user groups.
Ensure that the documentation produced is comprehensive, precise, and reflects the intent of WRHN users' planning and design requirements. To achieve this, the Senior Project Manager must gain an in-depth understanding of the requirements and operations of various departments within administrative support services, clinical research, and medical staffing related to this project.
Design Management:
Organize and coordinate all planning meetings involving department representatives, consultants, and essential team members throughout the design and working drawing phases.
Support the implementation of the overall project's development, provide input, review, coordination and integration of the planning, design, and transactional documentation into the project works, including, but not limited to, project specifications, in particular, project specific output specifications (PSOS), including facilities management output specifications (FMOS), and FF&E and ICAT project integration requirements.
Work with Project Director, Planning & Design to identify project related risk throughout the design and implementation of the project.
Assist Redevelopment Team Project Managers, as required, to address Facilities Management, FF&E, and ICAT project scope development and implementation requirements.
Collaborate with the consulting team, overseeing and validating the work of architects, engineers, and various specialty consultants.
Strong facilitation, communication, and negotiation skills to engage with executive leads and key internal and external stakeholders in order to define and prioritize project objectives, tasks, and timelines, aiming to enhance the achievement of project deliverables within the established schedule and budget.
Assist the Project Director, Planning & Design in the scope development and documentation associated with other related projects in support of the main redevelopment project, including the coordination of site works, project planning, design and construction documents, issuance of tender works, evaluations and construction management throughout the project.
In addition to the Project Director, Planning & Design, work closely with the Project Director, Transaction & Construction, the Executive Project Director, Service Planning & Operational Readiness, the Director of Infrastructure Planning & Redevelopment, Director of FF&E, and Director, ICAT to support related programming, planning, design, and operational project development requirements
Provide input into the development of project plans, scheduling of works, and implementation schedules; create and manage identified project risks, including identifying, assessing, monitoring and tracking technical risks and resolving issues particularly as they relate to the overall project success.
Assist in the planning and development of the Multi-year Facilities Redevelopment Master Plan, including working with project consultants to aid in the development of both interim and long-term facility requirements.
Governance and Communications:
Attend all project related meetings with the Planning, Design & Compliance (PDC) team, Project Company (PCo), hospital user groups, project partners and various authorities having jurisdiction. Depending on the project delivery method, this may also include traditional Prime Consultant and General Contractor/Construction Manager.
Serve as a liaison with hospital departments, the Ministry of Health (MOH), the City Buildings Department, and vendors, as needed, to ensure adherence to project timelines and deliverables.
Facilitate meetings with senior leaders and key stakeholders throughout the project lifecycle to ensure consistent communication, monitor progress against project milestones and financial metrics, and guarantee timely, budget-compliant project completion.
Build effective relationships with senior leaders and executive sponsors and is able to guide and influence decision making relative to project strategy, risk and outcomes.
Delivers presentations and project status reports to the Project Director, executive leads, key stakeholders, and senior leadership team. When necessary, presents options and recommendations for corrective actions to address potential delays in timelines and budget, while being mindful of organizational sensitivities.
Ensure appropriate decisions and signoffs are obtained from required partners, representatives, and senior leadership.
Handle negotiations and conflict resolutions; work with external and internal stakeholders to obtain buy-in and support to ensure the success of projects and achievement for all parties.
Site Planning:
Collaborate with consultants and all external stakeholders and partners, including the City of Waterloo, Region of Waterloo, the University of Waterloo, Grand River Conservation Authorities (GRCA), and related provincial Ministries (Transportation, Environment, etc.) for the Master Site Plan, Site Plan Approvals, and all other required on-site permits.
Coordinate the work of the Master Site Plan and the PDC and PCo RFPs.
Design and Contract Documents (PSOS):
Ensure WRHN representatives are at multiple user groups throughout the project, assist with defining design/technical details of the programs for the purposes of informing physical design and FF&E requirements.
Facilitate links to all user groups and the redevelopment project team, act as the conduit for all project related discussions regarding design of infrastructure/building systems design/major equipment requirements.
Ensure compliance of all documentation developed in the execution of Stage 2 Proposal Contract documents (PSOS development), Stage 3 (Procurement), and late Stage 3 (Implementation/Construction) and (Occupancy - Project Settlement) phases.
Ensure thorough and accurate documentation at every phase of the project, including potentially two different project delivery methods, from inception through construction to the occupancy or operations stage.
Work with the project team to integrate all aspects of the project into the technical documents, including FF&E, ICAT, and Sustainability (LEED/WELL) initiatives.
A solid grasp of construction contract law, standard design agreements, and project management processes related to facilities work is required.
Coordinate with the Operational Readiness requirements in the PSOS to facilitate a smooth transition into operations.
Procurement:
Support the development and execution of project RFQ(s), Project Agreement(s) (PA), and RFPs for the projects involved, and provide support to the Project Director in the execution of project Enabling Works, Off-Site Infrastructure and works with project specific regional and municipal utility organizations.
Work with the Project Director, Planning & Design, the Project Director, Transaction & Construction, and Redevelopment Team to support efforts with IO and the PDC in the hospital's engagement during RFP Open Periods in regards to the technical submissions, during the Closed Period in regards to the technical submissions and evaluation, and be an active participant in the RFP review process.
Construction:
Assist Project Director, Planning & Design to resolve project implementation issues that are not in accordance with planning and design requirements, identify and document issues, and facilitate resolution with Redevelopment Team, IO, MOH, Planning, Design & Compliance (PDC) team, PCo, and Infrastructure Ontario (or other project delivery method team, such as Prime Consultant and General Contractor/Construction Manager)
.
In collaboration with Redevelopment team, review all documents, drawings, and submissions in relation to intended design, as well as for integration of design related processes for ICAT, FF&E, LEED, and WELL Building initiatives.
Assist the Project Director(s) in the coordination of transition planning, move work, and project closeout.
Position Requirements:
A University degree or college diploma, preferably in Architecture or Engineering, required from an accredited educational institution, and corresponding professional status, or equivalent combination of academic and practical experience
Project Management Professional (PMP) designation or Construction Project Management status is an asset.
LEED and/or WELL accredited professional designation is preferred and an asset
A minimum of 5 - 10 years as a Senior Project Manager in healthcare planning, design and
construction, implementation of increasingly complex planning, construction, renovation, and space related projects
Project management experience as part of a healthcare capital planning project team, including experience working on Design Build Finance Maintain (DBFM) projects, Construction Management (CM) projects
Experience in design and construction, with healthcare experience being an asset, of buildings in excess of $100 million in value (minimum single project value, not cumulative), construction management, integrated project delivery, or other forms of collaborative delivery of projects
Strong familiarity with Ontario Building Code, CSA Z-8000, and CSA Z317 Infection Control, especially a strong understanding of infection control during construction, Construction Health and Safety, and contract law as it applies to the equipment implementation and acceptance.
Strong knowledge of the Occupational Health and Safety Act
Working knowledge of the various Infrastructure Ontario Alternative Financing and Procurement / Public Private Partnerships project delivery models
Strong knowledge of Ministry of Health master planning, capital budgeting, facility designs, and construction processes, as well as familiarity with health care delivery systems
Demonstrated management, facilitation, written and oral communication, and presentation skills.
Superior communication skills, both verbal and written, and ability to understand user context and to translate complex equipment issues for all key stakeholders
Skilled negotiator who is able to bring consensus to challenging issues
