We are currently seeking a

Senior Project Manager Level 3

to join our team in Canada.



Project Summary:



The Social Insurance Register (SIR) system is the database that supports the Social Insurance Number (SIN) program. The SIR Replacement (SIRR) Project will primarily aim to migrate the SIN registry database and applications off the mainframe into a new cloud-based solution. The objective of the project will also implement a modern, secure processing backend and database serving as the system of record for all SINs in Canada, leveraging tokenization, audit logging, and other security measures to protect Canadians' personal information. We are seeking a Project Manager (level 3) to support the SIRR IT project team with the coordination, planning and delivery of project activities.



Tasks & Responsibilities:


Support the lead government Project Manager to collaborate with the IT service line team leads of the SIRR project through development, implementation, and operational startup, ensuring that we deliver within the agreed timelines, remain cost efficient and under budget, and meet performance expectations. Write Briefing Notes and Decks. Define project and phase objectives, determine the phase's budget requirements, and lead the development of project management artefacts in support of the governance activities for the IT team. Create and update detailed project plans, including work breakdown structures, schedules, milestones, and resource allocations. Develop and monitor project budgets, track expenditures, and ensure optimal use of internal and external resources. Contribute to and support all governance activities, including the preparation, review, and enhancement of gating documentation and artefacts. Facilitate communication with stakeholders, resolving issues collaboratively, to ensure alignment across teams. Facilitate collaboration between business units, technical teams, and external vendors to ensure integrated delivery. Monitor, document, and escalate risks and issues to enable early intervention and protect project timelines and deliverables. Provide regular updates on project status, performance metrics, and financial tracking at scheduled intervals and as needed. Use project management tools to create visual aids (plans, charts, diagrams) that support problem analysis and decision-making.



Project Deliverables:


Project Documents & Governance Activities. Work Breakdown Structure. Project Schedule using approved project management tools (e.g., MS Project). Progress and Status Reports (weekly and bi-weekly). Risks and Issues Management Logs. Costing Activities and Documentation. Meeting agendas, minutes, and task/deliverable updates.



Mandatory Qualifications:


Must have 10+ years of recent experience working as a Senior Project Manager. Must have 3+ years of experience utilizing PM tools such as MS Project, SharePoint and Microsoft Office Suite. Must have 3+ years of previous Federal Government work experience. Must hold a valid Reliability Security Clearance. Experience with Azure ADO, Mainframe Modernization, Miro, PMIS or Costing Workbooks considered an asset. Must have a Canadian university degree or college/CEGEP diploma related to computer science, business administration, information technology, or engineering or the equivalent as established by a recognized Canadian academic credentials assessment service. A copy of the degree or diploma must be provided upon request.
