Under the direction of the Manager, Project Management Office (PMO), the Project Manager for Multi-Campus Capital Construction at Okanagan College oversees the planning, execution, and completion of capital projects across campus. This role ensures projects are delivered on time, within budget, and in alignment with the College's mission, vision, values, and policies.
Key responsibilities include managing the full project life cycle, supervising a mixture of external contractors, and coordinating with internal staff. The Project Manager is also responsible for preparing and managing budgets, approving expenditures within signing limits, and collaborating with team members in Campus Planning and Facilities Management to ensure all work meets quality, timeline, and budget standards while achieving project objectives.
Functions and Duties
Planning and Execution:
Define project scopes, objectives, and success criteria in collaboration with stakeholders, ensuring alignment with institutional goals.
Develop comprehensive project plans that include timelines, milestones, resource requirements, and budgets.
Oversee all phases of construction projects, including procurement management, resource allocation, scheduling, and execution, while ensuring adherence to project charters and timelines.
Apply project management best practices to optimize efficiency and effectiveness throughout the lifecycle.
Quality and Compliance:
Ensure all construction activities comply with regulatory requirements, building codes, safety protocols, and institutional standards.
Conduct regular inspections and audits to maintain quality benchmarks and address deficiencies proactively.
Champion the integration of sustainable building practices and energy-efficient solutions into project designs and executions, aligning with the institution's strategic goals.
Stakeholder and Team Coordination:
Establish and maintain effective communication protocols with diverse stakeholders, including faculty, staff, students, and external partners, to address project requirements, provide updates, and ensure alignment with priorities.
Engage subject matter experts, including but not limited to civil, mechanical, electrical, and structural engineers, and architects, on an as-required basis to address project-specific needs and ensure specialized expertise is integrated into the project.
Lead the preparation and evaluation of tender documents, negotiate contract terms, and manage vendor and contractor agreements to ensure performance standards and project objectives are met.
Leadership:
Supervises and has direct authority over Project Technologists (continuing support staff); accountable for the full range of people management responsibilities including recruitment, selection, scheduling, assigning work, managing performance, managing health & safety and issuing discipline.
Risk and Reporting:
Identify, assess, and proactively mitigate risks to minimize project disruptions.
Develop contingency plans and adjust strategies as needed to address emerging challenges.
Deliver detailed progress reports, financial analyses, and project evaluations to senior management, ensuring accountability and data-driven decision-making.
Performs other duties as required.
Education and Experience
Qualifications:
Bachelor's degree in Architecture, Engineering, Construction Management, or related field.
Proven experience (5+ years) as a Project Manager overseeing capital construction projects, preferably in an educational or institutional setting.
Strong knowledge of construction methodologies, contract administration, and project management software (e.g., MS Project)
Excellent leadership, communication, and problem-solving skills.
Ability to manage multiple projects simultaneously and deliver results under tight deadlines.
Familiarity with sustainability practices and regulations in construction.
Preferred Qualifications:
Project Management Professional (PMP) certification or equivalent.
Experience working in a unionized environment.
Knowledge of local building codes and regulations in British Columbia.
Working knowledge of Canadian Construction Document Committee Contacts (CCDC)
