JOB SUMMARY

The Stormwater Master Planning unit in the Water Resources Planning and Engineering branch is responsible for the Master Servicing, and stormwater systems infrastructure required to support development in greenfield growth areas and rural villages. Master servicing is a key component of the City's Infrastructure Master Plan and is required to coordinate water, wastewater, and stormwater infrastructure from several development areas that form a single system of infrastructure. This unit is also responsible for managing or implementing key components of the Infrastructure Master Plan including the Stormwater Management Strategy, the Stormwater Retrofit Program, and technical support for the development and implementation of Watershed, Subwater shed, Environmental Management Plans. The unit also manages aspects of natural hazards including floodplain mapping and erosion and slope stability issues related to growth.

You are responsible for the management of a wide range of engineering and geoscience assignments that may include: the coordination of Master Servicing Studies; planning, modeling, environmental assessment and functional design of stormwater systems including watercourse improvement/restoration; and natural hazard mapping and risk assessments.

Related activities include characterizing performance of existing infrastructure; developing, gathering and interpreting infrastructure performance and population/land use growth data; maintaining currency with new and innovative infrastructure planning/implementation/design, including financing methods; ensuring conformance of branch activities to legislated processes; coordinating branch activities with Official Plan updating requirements; monitoring adherence to Official Plan and Master Plans in infrastructure development; preparing submissions for capital project timing, budgets and Council reports; managing major consultant led projects; and providing sectional technical liaison with the other professionals in the corporation and external organizations such as Conservation Authorities and provincial ministries.

You also play a key role in helping to establish and subsequently fulfill the overall priorities and direction for water, wastewater and stormwater planning.

Unit Expertise: The focus of work may be in one or more of the following areas:
Stormwater systems assessments and planning, and coordination of water/wastewater infrastructure planning for urban and rural development Stormwater retrofit planning and implementation, including informing policies, guidelines and review for low impact development Natural Hazard mapping and Risk assessment, including flood, erosion and slope stability hazards related to growth Watercourse improvements and alterations to mitigate impacts of growth and development

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering, Geoscience, or related field
Minimum of 8 years of related professional experience in water, wastewater and stormwater renewal and growth servicing planning and implementation

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with PEO OR Registered Professional Geoscientist (P.Geo.) with PGO, or eligible to obtain licence within timeframe determined by employer

KNOWLEDGE

Applicable legislation and practices governing water/wastewater /stormwater infrastructure growth planning, rehabilitation planning, approvals processes and design (i.e. Planning Act, Municipal Act, Water Resources Act, Environmental Assessment Act, City Official Plan, City Master Plans, Class Environmental Assessment process, City design guidelines, development approvals process, development charges process) Municipal infrastructure planning and design principles Public consultation processes Project management principles Capital and operating budget processes Must possess the training, experience and knowledge to organize the work and its performance Knowledge of applicable health and safety legislation, including the rights and duties of workers. Expert knowledge in an applicable technical specialty (i.e. urban planning, hydrology, hydraulics, hydrogeology, computer modeling, stormwater management, natural channel design, design project management, etc) as demonstrated by advanced academic qualification or significant direct experience

Understand the use of technology support tools to achieve work objectives (GIS, design tools, internet based resources, models) Prepare project and capital budget estimates for infrastructure studies and capital projects Establish and complete effective public consultation processes Consultant work specification, selection and project management of major multi-discipline infrastructure and planning projects Understand initiate and carry out assignments with minimal supervision Synthesize information from a variety of sources towards establishing future directions, research needs, information gathering needs, development trends, work requirements, etc., for effective infrastructure planning Communicate effectively (directly, letters, reports) with elected officials, City staff, external agencies, private sector and members of the public Strong knowledge of computer modeling tools including data requirements, results interpretation, model sensitivities, predictive modeling techniques and calibration techniques Statistical analysis Ability to work as an effective leader/team member in a multi-disciplinary technical environment Manage personal workloads effectively to achieve objectives within time constraints Good interpersonal skills - ability to work effectively with others in potentially confrontational situations Undertake work in a thorough, reproducible, documented manner
