Position Overview

The FD Project Management Office within the Facilities Development is currently seeking a Regular Full-time Senior Project Manager.

The Senior Project Manager reports directly to the Director and additionally to the AVP, Project Management Office, and is responsible and accountable for managing the delivery of all phases and facets of major capital projects assigned to their team, including initiation, planning, execution, monitoring & controlling, and close out activities. The Senior Project Manager will also provide professional advice and direction to the project team (consultants, contractors and stakeholders) with respect to project delivery techniques, standard operating procedures, constructability, and preparation of materials to ensure adherence to university requirements in concert with Project Management best practices.

The nature of the work necessitates that the Senior Project Manager accomplish much of work through the effective management of project teams involved with the planning, design, construction and commissioning of capital projects.

The normal work schedule is 35 hours per week. Overtime, including weekend and out-of-hours meetings & inspections may be required.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

  • Acts as the primary resource for solutions to challenges relating to assigned projects and various strategic initiatives.
  • Lead and manage major capital projects by ensuring all aspects of execution, control, monitoring and closure for assigned capital project(s) are fully implemented.
  • Ensure that assigned projects are completed on schedule, on budget, and to the specified performance criteria & specifications set out in the Project Charter, contracts, in-depth project plan and design documents.
  • Coordinate the creation and assembly of all documentation with their team which complies with the university\'s sanctioned Project Delivery Process, including but not limited to project charters, business cases, funding approvals, monthly/quarterly reports, cost monitoring reports and standard project management tools.
  • Participate in the engagement of consultants and general contractors/construction managers.
  • Make independent decisions on work methods and procedures while identifying practical and economical solutions to the various challenges which may be encountered during the project implementation.
  • Develop and deploy project management best practices, methods, and processes.
  • Ensure compliance with university standards, policies and procedures and ensure that work is completed in compliance with applicable building codes and other relevant legislation and regulation.
  • Provide recommendations to management on all relevant projects, as well as perform quality assurance reviews of all projects and contracts to assess compliance with approved delivery policies and sound project management practices, estimating, budget preparation.
  • Track milestones and timelines across projects and institutes necessary workflow, personnel, and financial resource allocations, making alterations when necessary to meet expectations of clients.
  • Analyze financial and operational reports.
  • Ensure all project documentation is properly initiated, authorized, and maintained, as well as filed appropriately for project record purposes.
  • Review, approve and claim the invoices, while effectively managing all changes and related documents on the project with the team and ensure update of project costs and reports.
  • Supervise and manage staff in multiple roles and phases of development including hiring, delegation of work, performance management and disciplinary action up to and including termination.
  • Ensure the effective planning, preparation, execution and monitoring of construction schedules and budgets within established parameters.
  • Ensure project expenditures, contractual commitments, and contract changes, are well documented and controlled and approved within established guidelines.
  • Handle potentially sensitive and confidential information involving multiple projects.
  • Work collaboratively with Supply Chain Management to procure the required design and contracting services and strictly adheres with university procurement and finance policies and procedures.
Qualifications / Requirements:
  • Experience in the renovation or development of a various support spaces related to professional research is preferred. Related experiences may be considered.
  • Experience in the renovation or development of laboratories related to professional research is required.
  • Experience leading major capital projects with successful LEED Building certifications is required and CaGBC Zero Carbon Building Standards is preferred.
  • Experience relating to construction with CSA Infection and Prevention Control guidelines is preferred.
  • A degree in engineering, architecture, business or other discipline which emphasizes planning and organizational skills, alternatively a certificate or diploma from a post-secondary institution with a focus on project management, construction or a design related discipline. Equivalencies in experience may be considered.
  • Minimum of 15 years of progressive project management experience involving large, complex facility projects, preferably involving the design and delivery of complex research laboratory spaces
  • PMP designation from the Project Management Institute or a commitment to obtain a PMP designation within one year.
  • Adept at preparing and managing budgets; possess a mathematical aptitude.
  • Familiar with, and able to, understand construction drawings and documents.
  • Experienced with the tender and bid process, progress claims, release of holdbacks and have knowledge of the Alberta Prompt Payment and Construction Lien Act and Alberta Building Code.
  • Familiar with the construction process, CCDC/CCA & RAIC forms of agreement, as well as construction and professional consultant reimbursement methodologies.
  • Experienced in analyzing information and data, formulating and documenting project work plans, and work break out structures.
  • Competent in the use of computerized project management systems. Examples including, but not limited to, Archibus PM module, Microsoft Projects, and other project management software.
  • A valid Class 5 driver\'s license (cannot be a graduated license) with proven good driving record (abstract required).
