WORK MODEL: The successful contractor will be working remotely, though should be able to travel to the province of New Brunswick at least once a month throughout the project duration, if required. Work must be done from within Canada at all times due to network and data security policies. Applicants must be authorized to work in Canada to apply (Canadian Citizen or Permanent Resident). Typical hours of work are 08:15 - 16:30 Atlantic Time, Monday through Friday excluding observed holidays.

PROJECT OVERVIEW



In 2008, the Department of Health (DH) amalgamated it's eight regional health authorities into two health authorities, Vitalite Health Network and Horizon Health Network (together the "RHAs"). However, the underlying clinical and lab systems were not consolidated and have continued to operate as eight separate entities. Healthcare in New-Brunswick is a collection of silos that often operate independently. People, technology, and information are not connected in the ways they need to be to focus on the citizens and deliver better services to New-Brunswickers. Healthcare must evolve. The 2021 Health Action plan has provided the opportunity to tackle this issue.

The Clinical Information System (CIS) Consolidation Project is a clinical transformation project with a vision to implement a single province-wide, bilingual CIS to meet the needs of the citizens of NB, clinicians, administrators, and other key stakeholder groups. This project is in the initial planning phases and the objectives of this stage are to complete a scoping, design, and detailed planning exercise to inform the DH and RHAs regarding the best path forward to implement a province-wide CIS. The output from this phase will enable subsequent project stages.

Based on project work completed to date, DH and the RHAs believe that most of the risk and effort for the project will be on the business changes associated with implementation, the process and clinical standardization work that will be required, and the application rationalization efforts necessary to achieve project success. Risks associated with resource availability and experience in implementing a project of this type and magnitude have also been identified.

The CIS Consolidation Project includes the following areas of transformation:

Processes - Clinical and business processes associated with the delivery of healthcare services across the province will be redesigned and standardized to align with best practice for safe, efficient, effective patient care and optimized outcomes. Technology - Technology will be modern, secure, reliable, regularly updated and will enable end-to-end clinical and business processes. Information - A province-wide approach to accessing, managing, sharing, and analyzing patient, financial and administrative health information.
There are many benefits of this clinical transformation project with the primary benefits reflected in Figure 1. Each of these benefits have a list of measures, along with baseline information, that will be used to monitor progress throughout the project and beyond to ensure the initiative is reaching its goals.

CIS Consolidation Vendor Partners:

DH and the RHAs are looking to build a long-term relationship with vendor partners who can support the implementation and configuration of a province-wide CIS and assist with the standardization and application rationalization efforts that will support this initiative. This will require procurement activities for both system(s) and services. The planning stage for this project will be leveraged to inform the requirements and timelines associated with project procurement activities.

The successful Project Director will be required to work closely with Project sponsors, team members, stakeholders, and vendor partners throughout the engagement.

Planning Phase Scope and Project Team Commitments:

The objectives of the next stage in the program are:

Integrated Resourcing plan In collaboration with the successful proponent build out an implementation plan Organizational Change management plan Manage the clinical standardization strategy Develop and manage the business stream of work inclusive of things such as:
o Financial system analysis

o Future Operating Model

o Privacy

o Business Continuity

o Analytics and reporting

Oversee the application rationalization plan determining which applications are in scope for the CIS or will otherwise remain as an ancillary system Ongoing Management of Program governance
DH, the RHAs, Service New Brunswick, and Finance & Treasury Board are partners in the delivery of a province-wide CIS for NB. Given the investment and impact to government and its citizens, DH, RHAs and other stakeholders will ensure a comprehensive and qualified team is dedicated to the project to ensure success, achieve client satisfaction, and mitigate risk.

Project Governance:

The CIS Program is a collaborative initiative between Vitalite Health Network, Horizon Health Network, Service New Brunswick, Finance and Treasury Board, and the Department of Health. The program governance has been established with executive leaders from all partner organizations to ensure effective and efficient decision making at the most appropriate level.

Roles:

The Executive and Project Steering Committee provides strategic oversight, direction, and leadership to the project. The Project Management Committee (PMC) is responsible to provide day to day oversight and guidance for the CIS program workplan and deliverables. The Project Working Groups will support decision making, in their areas of expertise, in the assessment and planning of the project.

The CIS Program established guiding principles that partners and stakeholders are expected to respect throughout the project. The Business Owners will work with the Program Director and health system partners to ensure alignment with these principles:

o CIS solution must be provided to clinicians, administrators, and citizens of equal quality in both official languages.

DESCRIPTION OF SERVICES



The Department of Health (DoH) requires a Project Manager - Business stream lead (PM3) to support the CIS Program. The role of Project manager - Business Stream compasses several activities to lead the planning and implementation of the Business workstream.

The Department of Health is seeking services to deliver on a Provincial CIS. The Project Manager will be responsible for establishing, planning, and overseeing the execution of the Business Stream initiatives. The role will:

Lead the two-phase approach (Strategy & Prioritization, Detailed Planning & Execution). Coordinate with clinical, technical, and administrative stakeholders to ensure alignment. Manage interdependencies across six domains of work: Financial & Back Office System Integration, Provincial Digital Asset Alignment & Optimization, Privacy & Regulatory Compliance, Business Intelligence (Analytics & Reporting), Business Continuity Planning, New Operating Model Development. Establish governance, project plans, timelines, budgets, and risk management frameworks. Apply project management rigor to ensure delivery against organizational goals, compliance, and value-for-money principles. The chosen individual's work will be comprised of a mixture of steady state and project-based efforts.
Some after hours and weekend work may be required for the successful candidate, however, any overtime or work during non-business hours must be approved in advance.

The successful candidate must deliver the following to successfully complete the engagement:

Project Tasks and Deliverables:

1. Strategy & Prioritization Phase (Oct 2025 - Dec 2025)

Documented business stream objectives. Prioritized project portfolio across six domains. Dependency analysis and resource estimates. Roadmap for execution.
2. Detailed Planning & Execution Phase (Jan 2025 - Oct 2026)

High-level and detailed project plans per domain. Align with the governance framework and reporting structures. Progress reporting and risk/issue logs. Business continuity protocols and contingency plans. Final report on outcomes, lessons learned, and sustainability recommendations.

MANDATORY REQUIREMENTS



- A bachelor's degree from a recognized institution or the equivalent combination of education and demonstrated senior project management experience with CIS implementations.

- A minimum of ten (10) years of experience in Digital Health planning, IT System planning, Back-office structuring, Total cost of ownership and operating modelling for managing business-healthcare transformations. (10+ years)

- A minimum of 5 years' experience in a leadership role, or high-level advisory role for a multi-site, multi-year health IT and/or large-scale business transformation project. (5+ years)

DESIRABLE REQUIREMENTS



- Program/Project Management Expertise: Demonstrated success managing complex, large scale, multi-year health IT and/or business transformation projects. This includes the ability and experience to establishment of an operating business model and an options analysis process. Describe your role in those projects. (2 Project References Required)

- Healthcare Systems Experience: Demonstrated experience and familiarity leading and planning healthcare administration, large CIS projects, and scalable provincial digital health assets (5+ years)

- Stakeholder Engagement & Communication: Previous experience and proven ability to engage executives, Clinicians, technical Subject Matter Experts, and administrators in complex large-scale transformation. Candidate must be able to show strong facilitation and reporting skills. (5+ years)

- Business & Financial Acumen: Demonstrated experience in a business lead role managing financial systems integration, budget oversight, total cost of ownership modeling, and providing value-for-money delivery including benefits realization. (5+ years)

- Privacy, Compliance & Risk Management: Demonstrated experience and/or knowledge of PHIPPA and other Government regulatory requirements, with experience and the ability to ensure program team meets compliance across workstreams. (3+ years)

- Change & Continuity Leadership: Demonstrated Experience in business continuity, operational modeling, resilience and sustainability strategies, and change adoption or engagement strategies Demonstrated experience working with and incorporating Change Management into project plans and deployments would be considered an asset. (3+ years)

- Communication skills (written and verbal) in English and French. (Yes or No)
