Overview
Capital Buildings Project Development (CBPD) is responsible for project management for existing and new buildings for the City of Richmond. CBPD works to fosters and enrich an inviting and functional environment that welcomes and supports employees and the community. The CBPD team works to ensure a high standard of customer service delivery, as well as the provision of capital projects, and effective, efficient and safe performance for the operation and maintenance of City buildings.
Reporting to the Manager, Capital Buildings Project Development, this position provides direction and leadership in the planning and delivery of new capital projects and major maintenance for the City. This position leads project stakeholders (staff, public, associations and others) through the capital planning process, providing guidance and support to planning within the framework of the City\xe2\x80\x99s 5-year capital plan, sustainability policy, space guidelines and the departmental service plan. The Senior Project Manager utilizes their extensive knowledge of capital project management, planning, design, construction and project administration to deliver on their responsibilities in a manner appropriate for the project conditions.
The Senior Project Manager is responsible for the development and definition of project scopes, schedules and budgets, as well as oversight of project consultants for the delivery of feasibility/concept level studies, schematic designs, design development, permit applications, and the necessary internal reviews, approvals and reporting as required for the project. The role will require follow-through of project implementation, including the oversight and management of consultants and/or self-performing for the development of construction documents, project tender, tender award and construction administration. Responsibilities include the understanding and use of the City\xe2\x80\x99s standard form of consulting and construction contracts, Construction Manager Master Agreement, supplementary conditions, RFP, EOI, RFQ templates, and related template forms and letters.
This position also will lead the planning of additions and renovations to existing City buildings and spaces, and at times pre-plan major projects in advance of turn-over to Facilities Management staff members for operation.
The Senior Project Manager liaises with all City departments, primarily Finance, Purchasing, Facility Management, Occupational Health and Safety, CBPD Project Planning, city trades, external/internal regulatory agencies, and industry related consultants / organizations. In a senior capacity, the Senior Project Manager will either self perform, or oversee Project Managers/Project Coordinators to complete key areas of work.
