Website: https://tri-global.com ------------------------------------------------------------------------ PROJECT OVERVIEW Requisition Title: IT24 1860A Allied Agencies Data Integration Sr. PM Description: The Emergency Health Program Management & Delivery Branch (EHPMDB) supports life-critical services such as ambulance dispatch functions across Ontario. Under the Ambulance Act the Minister has the duty and power to establish, maintain and operate (alone or in co-operation with others) communication services used in dispatching ambulances, and to fund such services. The Emergency Health I & IT Solutions & Technology Management Branch (EHSTMB) of the Health Services I&IT Cluster (HSC) supports these services through the acquisition, delivery and support & maintenance of related dispatch technologies, IT and telecommunications used within the Ambulance Communication Centres (ACCs) across the province and in the Branch\xe2\x80\x99s Head Office operations. These critical applications and technologies are used by the Ministry to support 24x7 mission critical 911 call taking and ambulance dispatch functions across the province, and includes: - Computer Aided Dispatch (CAD) application and tools - Telecommunication equipment and systems (i.e. Communication Console Systems and FleetNet) - Technologies that digitally connects Land Ambulance Dispatch with other partners in first response and the health system (i.e. Real-Time Data Service and Mobile CAD) - Reporting Applications and Tools - Business Support Applications (i.e. Paramedic Certification, Inspections) The project will require this resource to help form a dedicated MOH integration team to support the configuration and testing of an interim allied agency data feed. DESCRIPTION OF SERVICES - Manage multiple projects and project resources through the project management life cycle while meeting Health Service Cluster gating and architecture checkpoint requirements. - Develop project plans, work packages, obtain approvals. - Develop and execute project charters, integrated project plans, schedules, and communication plans, including obtaining approvals. - Maintain the project plan, the communication plan (communications within the team and between the team and external entities), and the master project schedule. - Participate in steering committee and stakeholder forums as required. - Provide project and/or portfolio reporting to multi-stakeholders at senior executive levels. - Issue and Risk Management and Mitigation - Proactively identify risks and issues pertaining to the assigned work package, report them to the overall Project Champions and the Portfolio Team. Identify and mitigate strategies and responses to the issues and risks. - Develop and maintain product backlogs. - Collaborate and communicate with stakeholders, developers, technical team members, and designers. - Ensure the development and delivery of business cases where applicable (i.e., management board submissions) to seek approval for long-term support & maintenance contracts with Ministry vendors. - Work with Ministry (or assigned) Legal and Procurement entities within the OPS to ensure Ministry processes are adhered to, and Ministry interests are incorporated while establishing the contract. - Financial management of project - Ensure a high level of fiscal control and accountability for project budget. Forecast changes to the budget and communicate planned vs. actual budget as the project progresses. - Experience with driving product strategy in an environment with interconnected solutions. - Resource is able to document and obtain business and IT approval of the strategic implementation approach. EXPERIENCE / SKILL SET AND EVALUATION CRITERIA Project Management Experience (35%) - Over 10 years of experience delivering highly technical cross-functional projects. - Expert in PMI and Agile methodologies. - Managed all phases (concept, definition, planning, implementation, and closeout) of complex IT projects. - Skilled in developing requirements for project charters and integrated project plans. - Experienced in identifying and mitigating risks with action plans. - Strong verbal and written communication skills, known for collaborative decision-making and conflict resolution. - Proficient in communicating complex concepts and influencing perspectives. - Managed project budgets with high fiscal control, including estimates, forecasts, and reconciliations. - Experienced in both Agile and Waterfall SDLC. - Proficient in Agile tools and methodologies, tailored to each project. - Managed release paths and Go/No-Go Checkpoints. - Tracked releases in Jira and Confluence, managing documentation. Analytics and Communication Experience (35%) - Prepared and distributed project updates and progress reports to stakeholders. - Skilled in acquiring and managing technical resources to meet project deliverables. - Communicated effectively with diverse stakeholders, managing expectations and interests. - Authored recommendations, proposals, and reports with strong written communication skills. - Team player with a proven track record of meeting deadlines. - Resolved resourcing and interpersonal conflicts, promoting knowledge sharing among team members. - Led presentations for senior management and stakeholders. Technical Experience (25%) - Understand large-scale software deployments. - Skilled in technical problem solving and root cause analysis. - Coordinated matrix teams for effective release execution across multiple products/platforms. - Direct experience with data analysis, data management, and advanced analytics best practices. - Proficient in project management platforms (Confluence and Jira). - Basic proficiency with standard development software. Public Safety Experience (5%) - Experienced with data projects (Data analytics, ETL, Data Visualization, Business Intelligence). - Developed and implemented dashboards using PowerBI. - Preferred experience with MS Azure Cloud platform. - Worked in public safety environments (ambulance, fire, police).
