The Geospatial Client Support team, part of Geospatial Business Solutions division, is seeking a Senior Programmer Analyst - GIS to help deliver high-quality geospatial solutions, guidance, and ongoing support to our partners. Primary duties include:

Perform business requirement gathering, analysis, solution design and GIS solution development. Evaluate emerging GIS and related technology. Liaise with application users and GBS/IT service owners to provide guidance and review of solution design; conduct quality assurance checks; and ensure compliance with City's IT application development standards and development framework. Provide GIS solution development support to client projects.

Qualifications

A completed 2-year diploma in Computer Science, Geography, GIS, Math or Engineering. At least 5 years of software development, system administration or support experience is required. Expertise in planning, designing, implementing, and administering an enterprise-level GIS deployment using ESRI ArcGIS technology (ArcGIS for Server, ArcGIS Online, ArcGIS Enterprise, ArcGIS/PRO). Demonstrated strength in GIS web and mobile application development using Esri Experience Builder, ArcGIS Maps SDK for JavaScript, HTML, JavaScript, CSS, Json, and front-end frameworks (React, Angular, or Vue.js). Demonstrated strength in automation scripting via python and Windows PowerShell. Demonstrated experience with an enterprise relational database like MS SQL Server or Oracle. Experience with Power BI and FME is an asset. Experience with troubleshooting ArcGIS Enterprise is an asset. Experience with Azure cloud administration or solution development is an asset. Experience with Power Apps and Power Automate is an asset. The successful applicant must demonstrate excellent communication and problem-solving skills, the ability to plan and organize complex tasks, and strong mentorship and client relations experience.

Workstyle

This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Compensation: Pay Grade 11 $46.21 - 61.78 per hour (2026 Rates)
Out-of-Schedule Rates: $57.27 - 69.67 per hour
This position is presently paid at an Out-of-Schedule rate to reflect current market conditions. Should market conditions change, the
salary may be reviewed and may revert to the base rate.
Days of Work: This position works a 5 day work week, with 1 day off in each 3 week cycle.



Hours of work: Standard 35 hour work week
