The Program Manager will provide leadership and oversight for the
Public Safety Radio Network (PSRN) Program
, a large, complex, and high-value initiative involving multiple contracts, vendors, and stakeholders across the Ontario Public Service (OPS). The successful candidate will be responsible for
program governance, financial management, contract oversight, risk mitigation, and stakeholder engagement
, ensuring successful delivery of critical public safety telecommunications infrastructure.
This is a
hybrid role
, requiring strong leadership, advanced contract and financial management expertise, and deep experience in large-scale telecommunications or public safety radio projects.
Key Responsibilities
Manage, oversee, and track large-scale, complex programs and projects, including financial schedules, risk management, and contractual deliverables.
Ensure accountability for a portfolio of interrelated contracts, project teams, and ministry partners to achieve program outcomes.
Lead and facilitate program-level planning, milestone tracking, vendor deliverable acceptance, and integrated project plans.
Provide
strategic advice and guidance
on complex fiscal, contractual, and vendor performance challenges.
Host program meetings, present updates, and maintain strong communication with internal and external stakeholders.
Manage vendor dependencies and contractual obligations to ensure successful project delivery.
Develop dashboards, status reports, risk logs, briefing notes, and other program collateral for ministry leadership.
Identify risks and issues, develop mitigation strategies, and escalate recommendations to senior stakeholders.
Provide financial tracking, reporting, and multi-year fiscal planning for program activities.
Mentor junior staff and project managers, building program management capacity across the team.
Ensure project implementation plans safeguard public safety operations.
Support knowledge transfer through documentation, 1:1 and team meetings, and structured transition practices.
Required Skills & Experience (Must Haves)
Advanced program management expertise
in a public service environment, with proven success in managing a complex portfolio of interrelated contracts and deliverables.
Strong leadership, consultation, negotiation, and relationship management skills
, with the ability to foster a collaborative and positive team environment.
Demonstrated experience leading large-scale public safety radio or telecommunications infrastructure projects
within a multi-stakeholder, public sector context.
Additional Qualifications
Proven expertise in
contract management and governance
, including negotiating scope, managing interdependencies, and ensuring contractual alignment with program goals.
Strong financial management experience, including budget forecasting, fiscal planning, and financial risk analysis.
Experience facilitating large stakeholder meetings, preparing executive-level reports, and managing program governance activities.
Excellent communication skills - able to present politically sensitive information in a clear, concise, and strategic manner.
Knowledge of telecommunications infrastructure projects, including
network design, implementation, migration strategies, and operations
.
Demonstrated ability to manage risks, issues, and dependencies across multiple complex projects.
Familiarity with project management tools such as MS Project, Visio, SharePoint, PowerBI, and the MS Office Suite.
Knowledge of Ontario Public Service governance models and experience working with senior executives in a public sector environment.
Job Type: Fixed term contract
Contract length: 12 months
Pay: From $85.00 per hour
