Position Scope



The

Senior Pre-Construction Manager (Commercial)

is responsible for preparing, developing, and validating accurate, timely, and competitive cost estimates for commercial renovation and commercial new construction projects ranging in value from approximately $100,000 to $8 million. The role provides senior-level pre-construction expertise by evaluating drawings, specifications, site conditions, and contractual requirements to determine total project costs, including labour, materials, equipment, subcontractors, overhead, and appropriate risk allowances.

The Senior Pre-Construction Manager (Commercial) is expected to be hands-on and highly proficient in industry-standard estimating software platforms and digital take-off tools, and to directly utilize online bid-listing and procurement platforms to identify, pursue, and manage tender opportunities. The position requires disciplined estimating practices, sound commercial judgment, and a demonstrated commitment to ongoing professional development, including staying current with evolving construction methods, market conditions, estimating technologies, and industry best practices.

The Senior Pre-Construction Manager (Commercial) shall possess and access a strong professional network of developers, architects, consultants, general contractors, subcontractors, and suppliers, and serves as a senior, client-facing pre-construction

representative

of the organization. These relationships are leveraged to generate business development opportunities, support early-stage project identification, obtain current market pricing, and inform constructability and risk considerations. The role collaborates closely with project managers, operations, and senior leadership to align estimating assumptions, pricing strategy, and execution approach, and to ensure a smooth transition from bid award to project delivery.

As the pre-construction function evolves, the Senior Pre-Construction Manager (Commercial) is expected to play a leadership role in the development, oversight, and mentorship of expanding estimating and pre-construction supportresources, as required by workload and business growth. While the position remains primarily hands-on in the preparation of estimates, the role may progressively assume responsibility for guiding, reviewing, and developing subordinate team members reporting to the position, ensuring consistency, quality, and alignment with organizational standards.

This position plays a critical role in supporting profitable growth by combining hands-on estimating expertise with senior-level commercial judgment, ensuring estimates are competitive, accurate, and aligned with organizational standards, internal controls, ethical business practices, and continuous improvement objectives.

Duties and Responsibilities



Key Responsibilities



1. Financial Stewardship & Commercial Performance



1.1 Prepare accurate, competitive, and well-documented cost estimates for commercial renovation and commercial new construction projects ranging from approximately $100,000 to $8 million, supporting profitable growth and effective risk management.

1.2 Apply sound commercial judgment in the evaluation of scope, pricing, contingencies, allowances, and risk exposures to protect margin and manage downside risk.

1.3 Analyze subcontractor and supplier pricing to ensure scope completeness, value optimization, and alignment with current market conditions.

1.4 Support bid strategy discussions and go/no-go decisions through clear financial analysis, pricing rationale, and risk commentary.

2. Client Value & External Engagement

.1 Represent the organization in senior-level pre-construction discussions with clients, developers, architects, consultants, and industry partners, providing credible, value-driven cost and constructability input.

2.2 Contribute to early-stage project identification and business development by providing budgeting support, feasibility analysis, and pricing guidance that informs client decision-making.

2.3 Support value-engineering and alternative pricing initiatives that enhance project outcomes while maintaining quality, constructability, and performance requirements.

2.4 Foster long-term client and consultant relationships through reliable, transparent, and solution-oriented pre-construction support.

3. Systems, Processes & Continuous Improvement



3.1 Utilize and maintain disciplined estimating methodologies, tools, and documentation practices to ensure consistency, accuracy, and auditability.

3.2 Identify and implement improvements to estimating systems, workflows, templates, and data management to increase efficiency, scalability, and reliability.

3.3 Maintain organized estimating records, cost databases, and historical data to support benchmarking, post-project review, and continuous improvement.

3.4 Leverage industry-standard estimating software and procurement platforms effectively while remaining open to adopting improved technologies and practices.

4. People Development, Leadership & Learning



4.1 Maintain a strong commitment to ongoing professional development, staying current with construction practices, estimating technologies, market conditions, and industry best practices.

4.2 As the pre-construction function evolves, provide leadership, mentorship, and technical guidance to estimating and pre-construction support resources reporting to the position.

4.3 Review work product, provide constructive feedback, and support capability development to ensure quality, consistency, and alignment with organizational standards.

4.4 Collaborate with senior leadership to support the long-term development and sustainability of the organization's pre-construction and estimating capability.

Job Types: Full-time, Permanent

Pay: $100,000.00-$125,000.00 per year
