Job Description








WSIB\xe2\x80\x99s Enterprise Portfolio Governance team supports WSIB\xe2\x80\x99s objectives through strategic, efficient enterprise portfolio management and project delivery support. The incumbent will act as an advisor to programs and projects in the portfolio, proactively support adherence to enterprise gating and change control processes, generate insights to support effective executive decision-making, and contribute to the ongoing advancement of the WISB\xe2\x80\x99s enterprise portfolio governance maturity. Major Responsibilities: 1. Working in partnership with programs/projects in the portfolio, act as an advisor to and proactively support quality implementation of enterprise gating and change control processes, frameworks, and guidelines/standards. Enterprise Gating Model

  • Coach and advise programs/projects on WSIB\xe2\x80\x99s enterprise gating model, ensuring that they understand the framework and overall process, including key decision points as well as supporting artifacts required.
  • Socialize gating guidelines and work with assigned programs/project to document a customized gating approach, which will be reconfirmed at each gate. Document and track expected timelines for gating.
  • Provide quality reviews of program/project gating artifacts at each gate to ensure that content has sufficient coverage, is clear, and is aligned with WSIB\xe2\x80\x99s strategic and corporate business plan
  • Support document upload and administration in support of gating, including any required decision control forms applicable to the gating process. Communicate decisions made by portfolio governance bodies back to programs/projects and ensure transparent record-keeping on portfolio decisions made.
  • Continuously improve enterprise gating model process documentation, templates, escalation criteria/thresholds, guidelines, etc.
Enterprise Change Control Model
  • Coach and advise programs/projects on WSIB\xe2\x80\x99s enterprise change control model, ensuring that they understand the framework and overall process, including key decision points as well as supporting artifacts required.
  • Socialize change control guidelines and work with assigned programs/project to confirm upcoming Change Requests and appropriate levels of escalation for decision-making.
  • Provide quality reviews of Change Requests to ensure that content has sufficient coverage and is clear.
  • As required, provide support of the portfolio level impact assessment of Change Requests, including working with relevant stakeholders across WSIB (e.g., ITC, ECM, Privacy, Security, ERM, etc.).
  • Support document upload and administration in support of change control, including any required decision control forms applicable to the change control process. Communicate decisions made by portfolio governance bodies back to programs/projects and ensure transparent record-keeping on decisions made.
  • Continuously improve change control process documentation, templates, escalation criteria/thresholds, guidelines, etc.
2. Working in partnership with programs/projects in the portfolio, act as an advisor to and proactively support quality implementation of enterprise benefits realization processes, frameworks, and guidelines/standards. Benefits Realization Framework
  • Coach, guide, and advise programs/projects on WSIB\xe2\x80\x99s enterprise benefits realization framework, ensuring that they understand the framework and overall process, including key decision points as well as supporting artifacts required.
  • As required, provide facilitation support to programs/projects in identifying and documenting targeted benefits; work with business benefit owners to ensure that there is clear documentation of benefit measure assumptions, calculations, data sources, etc.
  • Ensure that benefits are articulated clearly within program/project Business Cases.
  • Support benefit business owners in review of documentation and any associated detailed models to estimate and track scheduling of financial benefits over time \xe2\x80\x93 both forecasts and actuals.
  • Provide quality reviews of benefit measures to ensure that content has sufficient coverage and is clear; provide feedback on assumptions, including raising risks of realization to leadership, as appropriate.
  • Work with Strategy, as appropriate, to obtain relevant research on benefit measures/targets and ensure input to and alignment with business benefit owners.
  • Provide support of the portfolio level impact assessment of Change Requests, including review of any potential benefits impacts.
  • Continuously improve benefits realization process documentation, templates, guidelines, etc.
3. Provide ongoing support for portfolio level integration assessments, management and monitoring. Aid in the identification, mitigation, and management of portfolio level risks and issues.
  • Develop and continuously work with all relevant stakeholders to monitor and maintain the portfolio-level integrated perspective on cross-program/project project plans, including dependencies, collisions, constraints, etc.
  • Support the leading and facilitating of portfolio-level integration workshops, risk/issue discussions, etc. as well as the escalation of any key items requiring resolution by portfolio governance bodies.
  • Continuously improve portfolio integration assessment, management, and monitoring processes, guidelines, and analyses.
4. Working in partnership with programs/projects in the portfolio, act as an advisor to and proactively support quality reporting (status \xe2\x80\x93 schedule, scope, dependencies; finances \xe2\x80\x93 budget/cost; risks/issues; etc.).
  • Perform portfolio analyses in support of executive reporting on a weekly, monthly, quarterly and yearly basis.
  • Monitor and provide guidance to programs/projects to ensure that they are reporting on status transparently and accurately. Provide input to portfolio component (e.g., programs/projects) reporting requirements (e.g., dashboards, options/strategic analyses, risk and issue logs, actions, decisions, etc.).
5. Provide ongoing support to EPMO Portfolio Governance leadership in setting the agendas and defining appropriate content for WSIB portfolio governance meetings (e.g., portfolio governance committees/bodies) as well as supporting quality inputs to portfolio component reporting requirements (e.g., dashboards, options/strategic analyses, risk and issue logs, actions, decisions, etc.). Job Requirements: 1) Education requirements: Minimum Level Required
  • Knowledge of project, program, and portfolio management theories and principles usually acquired through a recognized university degree, recognized professional designation, and directly related experience or an equivalent combination of education and experience.
  • Completion of Bachelor\xe2\x80\x99s Degree in Business Administration, Computer Science, Finance or another related field
  • Certification in Project, Program, or Portfolio Management Methodology such as Project Management Professional (PMP) \xe2\x80\x93 PMI Certification
Preferred Level
  • Completion of Master\xe2\x80\x99s Degree in Business Administration, Computer Science, Finance or another related field
2) Experience: Minimum Level Required
  • 3 to 5 years of directly related experience working in project, program, and/or portfolio management (i.e., delivery roles) in various industries and environments.
  • Demonstrated ability to build and maintain strong relationships with diverse stakeholders at all levels of the organization
  • Excellent written, verbal and visual communication skills
  • Strong analytical, critical and integrative thinking skills
  • Creative and solution-oriented problem solving attitude
  • Knowledge of PMI project management and/or portfolio management frameworks
  • Ability to navigate change, and comfort in living with ambiguity
Preferred Level
  • 5 to 7 years of directly related experience working in project, program, and/or portfolio management in various industries and environments.
