The Corporate Services Branch ensures the department's activities are consistent with its vision, mission and guiding principles. The branch monitors and provides continuous improvement in the delivery of justice programs to the public to ensure uniform standards, adequate support and consistency in program delivery, including business intelligence, strategic planning, and performance reporting. The branch also provides interpretation and direction on legislation, policy development and analysis to program management and executive leadership. The Senior Policy and Program Specialist manages the Strategic Planning Unit which provides centralized capacity to enhance Justice's ability to advance strategic innovation initiatives, close performance gaps and remedy complex challenges. This work is undertaken with participation from the entire department and across government to facilitate strategic planning and coordinating program and policy evaluation and development to advance system-wide outcomes for Manitobans.

Qualifications:
Essential
Post-secondary education, preferably at the master's level, in a social science-related field (e.g. Public Administration, Economics, Criminology or Sociology) and several years of related work experience. Other combinations of education and experience may be considered.
Extensive experience conducting complex policy research, analysis, evaluation, and program development at a senior level.
Advanced understanding of policing and public safety priorities, pressures, challenges and trends in Manitoba and Canada.
Demonstrated supervisory or leadership experience.
Strong analytical and decision-making skills.
Strong political acumen to manage highly confidential, controversial, and/or politically sensitive information, and conduct business in a professional manner.
Excellent organizational and time management skills with the ability to manage competing deadlines while working under pressure managing multiple priorities in tight timeframes.
Excellent verbal communication skills including the ability to make formal and informal presentations to a variety of audiences.
Highly developed written communication skills including the ability to write a variety of clear, concise documents and reports for different audiences.
Strong interpersonal skills including the ability to build and maintain positive working relationships and partnerships with a variety of internal and external stakeholders.
Experience in project management or strategic planning.
Proficiency with Microsoft Office programs (Excel, Word, Outlook, and PowerPoint) or similar software applications.
Desired
Knowledge of the Justice system and its related acts and regulations.
Advanced knowledge of justice and public safety issues in Manitoba, individual community and municipal agencies and their respective associations.
Duties:
Reporting to the Executive Director of Corporate Services the Senior Policy and Program Specialist works in advancing, and providing advice, planning and coordination for policy, programs, and services with considerable impacts to the Department and to public safety. This includes leading complex research, strategic analysis, coordination and implementation of major reviews and projects of the Department that ensure consistent delivery of services across Manitoba. The incumbent will take a lead role in development of program research and evaluation that ensures the effective, efficient, and consistent delivery of services across Manitoba. This includes identification, examination and costing of alternate approaches to addressing complex justice system issues in Manitoba. The incumbent will personally undertake major analysis that has significant impact, as well as direct the program review and development work undertaken by project teams as applicable.
