General Accountability

Carries out research and special studies on various transportation related issues, methods and procedures and prepares reports as well as statistical data on short and long term effects and policy alternatives in each case. Monitors existing services, plans new routes and services, undertakes technical reviews and recommends changes to transit services in support of major projects. Supervises work of staff and provides technical expertise in coordinating major projects and research activities. Ensures highest levels of customer service and operational feasibility within available budget and adherence to policy guidelines. Responsible for developing operational standards to guide staff and proposes new solutions and prepares TTC\'s response to development projects.

Key Job Functions

  • Maintain service quality and conformity with the budget, identify the best way to reallocate resources, as necessary to best serve customers within the budget and policy constraints established by TTC.
  • Assist in development and maintenance of departmental information systems and computer modelling capabilities for transit planning and research applications.
  • Liaise and consult with outside organizations, staff, impacted communities, government bodies or other agencies on policy related matters, special projects, results of studies, procedures, and approaches.
  • Initiate, plan, co-ordinate and maintain quality standards for assigned service activities. Co-ordinate and maintain editorial and technical quality control on the reports and products from their respective area.
  • Recommend research procedures, initiate the development of improved procedures and techniques, and ensure consistent internal procedures governing transit services.
  • Undertake and co-ordinate special projects, requiring liaison with senior staff from within and outside the department, municipal staff and other personnel outside the TTC.
  • Perform variety of data acquisition, system planning and cost- benefit analyses to ascertain the effectiveness of existing procedures in support of departmental activities. Prepare proposals for new policies and recommend changes.
  • Supervise the work of assigned Transit/Operational Planners to provide technical guidance and expertise and co-ordination of major projects and research activities.
  • Prepare and review comprehensive reports and recommendations on a wide range of operational and service planning issues. Write variety of reports documenting the results of analysis and recommendations including changes in policies and procedures.
  • Develop and deliver speeches and presentations to TTC Management and external groups, monitoring and reviewing reports and agendas of various City standing committees for matters of importance to TTC.
  • Demonstrates behaviours that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. Education and Experience
  • Completion of a post-secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent combined with several years of related work experience, including demonstrated experience in urban transportation planning.
Additional Requirements
  • Highly developed skills in the areas of customer service planning, and the design of efficient transit services, optimizing the use of resources and transportation planning.
  • Strong familiarity with the needs of customers who use transit as a primary means of personal travel and the role of transit services in the community.
  • Sound knowledge of research methods and techniques and proficient in the use of quantitative methods of analysis
  • Ability to manage complex projects and special studies, and have well-developed analytical, project management, organizational, interpersonal, oral communication, presentation, and report-writing skills.
  • Familiarity working with various Microsoft Office tools (e.g. Word, Excel, Power Point, etc.). Experience working with other graphics-related software would be an asset (e.g. Adobe Illustrator, Corel Draw, ArcGIS, etc.)
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
