Position Summary:

Caledon Community Services (CCS) is undergoing a multi-year People & Culture transformation. The Sr. People & Culture Specialist will play a critical role in delivering key strategic initiatives while supporting the overall function of the HR department. This is a non-managerial role designed for a senior HR professional with expertise in systems, analytics, DEIA, employee relations, and talent acquisition.

Key Responsibilities



Talent Acquisition & Employer Branding:



Support the full recruitment efforts for high-priority and specialized roles across the agency when needed. Develop sourcing strategies and build partnerships with universities, colleges, and associations to attract diverse talent. Help with hiring volunteers and coordinate recruitment campaigns for staff and volunteers. Ensure the implementation of inclusive hiring practices across all touchpoints of the recruitment cycle.

HRIS & Systems Implementation



Support the configuration, testing, and rollout of the UKG Ready HRIS and Learning Management System (LMS). Ensure data accuracy, employee profile completeness, and smooth integration of systems with other platforms. Collaborate with IT and vendors to address issues and ensure system enhancements align with user needs.

Job Architecture & Compensation Support:



Contribute to compensation evaluation, and benchmarking. Ensure pay practices are equitable and market-informed. Maintain up-to-date job documentation in the HRIS and support the annual review of job levels and bands. Support rollout of CCS's pay-for-performance model by aligning compensation actions to performance outcomes.

Performance & Growth Framework



Coordinate the biannual performance cycle including goal setting, mid-year reviews, and year-end evaluations. Support calibration sessions and help managers analyze and interpret performance data. Facilitate discussions that result in actionable development plans and succession planning insights.

Employee Relations & Compliance



Serve as a first point of contact for complex employee relations matters including conflict resolution, investigations, and formal documentation. Participate in staff investigation meetings and draft disciplinary letters, performance improvement plans (PIPs), and provide guidance to managers on compliance matters. Ensure HR policies are up-to-date and reflect legal, ethical, and organizational standards.

Benefits Administration & Payroll Coordination



Coordinate employee benefits including enrollment, changes, and termination with third-party providers. Provide support to employees navigating benefit claims, disability leaves, and insurance applications. Collaborate with Finance & Infrastructure team on payroll/HR integration, reconciliation, and projects.

Culture, DEIA & Engagement



Contribute to the development and execution of CCS's Diversity, Equity, Inclusion & Accessibility (DEIA) strategy. Coordinate and facilitate inclusive workshops, lunch-and-learns, and wellness activities. Lead the culture community group and serve as an advocate for inclusive practices in HR processes and organizational communication.

Learning & Succession Support



Coordinate and track training across all levels using the Learning Management System. Track engagement, survey feedback, and competency growth to inform content adjustments. Support the succession planning process by capturing progress and readiness of internal candidates.

HR Analytics & Reporting



Develop and monitor key HR KPIs related to turnover, engagement, performance, and DEIA. Create and distribute monthly dashboards to leadership, highlighting trends and opportunities for intervention. Ensure data accuracy, provide insights through storytelling, and make recommendations to improve workforce outcomes.

Joint Health & Safety Committee (JHSC)



Conduct workplace inspections, report hazards, and support corrective actions with operational teams. Track and report workplace incidents and ensure follow-up for health and safety compliance. Support HR's adherence to Accreditation Standards and contribute to quality improvement initiatives.

Qualifications & Competencies



Education & Experience



Bachelor's degree in Human Resources or related field. CHRP designation or active candidacy required. 5-7 years of progressive HR generalist experience, preferably in a nonprofit or multi-program organization. Familiarity with HRIS and LMS platforms (UKG Ready and similar preferred).
