Emergency Medical Care Inc. (EMC) is a wholly-owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and medical communications operations in Nova Scotia through a performance-based contract with the provincial government\'s Emergency Health Services (EHS) division and the Department of Health and Wellness. EMC also operates TeleHealth 811 Mental Health and Addictions for Nova Scotia and Prince Edward Island for the Department of Health.

Reporting to the Manager of Payroll, the Senior Payroll Specialist, is responsible to plan, organize and oversee confidential payroll processing for all EMC, and other operating companies as assigned; assure payroll activities comply with government rules and regulations, Labour Standards, collective agreements and company policies and procedures. The incumbent will manage the daily operations of the payroll team including quality assurance for payroll processing, including daily supervision while ensuring the accuracy and timely completion of the payroll records. In addition, the incumbent will be assigned an operating company or division and process payroll as assigned.

The position entails, but is not limited to the following:

Senior Payroll Specialist Responsibilities:

  • Monitor, oversee and evaluate the payroll processes to ensure they are providing an accurate and efficient operation.
  • Oversee the process to ensure all data stored on the HRIS system as it pertains to payroll is accurate and up to date. This includes but is not limited to the following: new hires, salary
  • changes, transfers, leave of absence (LOA\'s), etc.
  • Recognize improvement opportunities and recommend new processes when required.
  • Assist with internal and external audits of payroll data including government audits.
  • Ensure the completion and balancing for the annual processing of T4\'s and other filings.
  • Reconciling and balancing any discrepancies such as PIER reports, Workers Compensation for Prince Edward Island, EHT for Ontario etc.
  • Ensure Human Resources and government policies are being followed.
  • Responsible to ensure annual vacation rollover is completed accurately and on time
  • Provide reports of related activities and on-going problems, projects, concerns, as requested.
  • Assist with developing, coaching, motivating, training and evaluating Payroll Administrators; this includes providing input for performance reviews with the Payroll Manager and providing continuous quality assurance in the payroll division, recommending hiring, training, reassignment, termination and disciplinary actions to the Payroll Manager.
  • Ensure payroll coverage for vacation, sick leave, etc. including casual back-up for Payroll Administrators if extra coverage is needed for entry and verification processing.
  • Develop and facilitate any required payroll training workshops, training material, and manuals on payroll policy & procedures.
  • Draft written communication for manager to all staff on payroll issues that concern them.
  • Will provide leadership by participating, supporting, and ensuring accountabilities for all initiatives that foster a culture of patient safety and a safe work environment.
  • Assist the finance department with reconciliation and reporting of salary, wage and benefit expenses and related liabilities.
Payroll Processing:
  • Process employee changes in HRIS system: new hire, termination, status changes, transfers, rate changes, etc.
  • Process payroll tasks resulting from employee changes - for example, entering payouts on termination or job change, processing ROEs as required, and recording manual benefit payments.
  • Process, verify and audit for accuracy all time imported from the scheduling software and manual timecard entries for a bi-weekly pay period.
  • Check and code payroll data according to collective agreement(s), company policies and procedures.
  • Record changes affecting net wages such as exemptions, insurance coverage, union dues, staff funds, bonds, garnishments, computer payments, TD-1 income tax codes, CPP and El for each employee to update to master payroll records.
  • Prepares reports/payments of earnings, taxes, deductions, union remittances, staff fund, Statistics Canada reports, and employee company benefits reports/remittances, WCB remittances, Record of Employment (ROE) and any other periodic cost accounting reports necessary for financial reporting.
  • Prepares and issues payroll deposits, prepares manual payroll checks, if required.
  • Reviews earnings and deductions computed and correct errors to ensure accuracy of payroll.
Education & Experience:
  • Business degree or diploma from a post-secondary institution is preferred or an equivalent combination of education and experience in the accounting/payroll field.National Payroll Institute Payroll Compliance Practitioner (PCP) Certification and possess or have the ability to work towards the Certified Payroll Manager (CPM) Certification.
  • National Payroll Institute Payroll Compliance Practitioner (PCP) Certification and possess or have the ability to work towards the Certified Payroll Manager (CPM) Certification.
  • Minimum five years related payroll experience and/or training; or equivalent combination of education and experience and a working knowledge in a unionized environment required.
Knowledge & Skills:
  • Extensive computer knowledge in Microsoft Office Suite, with Advanced Excel capabilities
  • Proficiency with Accounting and/or HRIS software. Experience with Workday is considered an asset.
  • Ability to read and interpret documents such as union agreements, company procedure
  • policies and Labour Standard Guide.
  • Ability to create reports and provide analysis, prepare business correspondence, payroll documents and procedures manuals as needed.
  • Ability to effectively present information and respond to questions from groups of supervisors/managers, clients and general public.
  • Demonstrated confidentiality, tact, and diplomacy.
  • Experience and confidence in performing reconciliations and working in collaboration with Finance and general ledger reconciliation as it relates to the payroll function.
  • Leadership experience considered an asset
