Provides day to day and long term (strategic) direction for Ontario, Western Canada, Northwest and Yukon Territories (area of responsibility) transmission operations, Transmission capital project planning and implementation, Transmission business affairs and new revenue ventures. As Senior Manager, Transmission Operations, this position is responsible for setting Engineering and Operating standards, procedures and objectives and measuring performance of Ontario and Western Transmitter Supervisors and technical staff in the department in meeting these objectives.

Manages transmission operations in the area or responsibility including staff, plant infrastructure and day to day business affairs in an effective, progressive and efficient manner.

Co-ordinates capital projects with Director, Transmission Engineering for the planning and implementation of Capital projects for the provision of Transmission facilities in the area of responsibility. The scope of capital project work includes radio AM, FM and DTV broadcast transmitters, satellite transmit/receive stations, microwave and radio systems for program collection and distribution. Provides engineering consulting services to Media and Corporate Planners and develops Engineering system design options to meet Radio and Television service and coverage objectives. To co-ordinate and consult with Industry Canada and CRTC staff to facilitate CBC/Radio-Canada\xe2\x80\x99s broadcast applications for license approval. To ensure that capital project work meets broadcast standards and ensure that design and installation meets national and provincial codes and regulations.

Negotiates agreements and contracts for the supply of goods and services for the area of responsibility.

Activities

  • Ensure that the CBC/Radio-Canada\xe2\x80\x99s owned and operated radio and television transmitter infrastructure is maintained and operated in an efficient, effective manner and that the system meet Industry Canada broadcast standards and codes
  • Undertakes continuing studies and investigations to optimize transmission plant equipment, system configurations and operating practices
  • Ensures that Corporate or Transmission Engineering standards and operating procedures and practices comply with federal, provincial and municipal legislation as well as corporate codes to ensure the health and safety of CBC/Radio-Canada staff and the public.
  • Ensure that CBC/Radio-Canada Transmission plants and facilities meet all legal codes and standards and provide reports as required.
  • Establishes budget requirements (Operating and Capital) and ensures effective use of approved funding. Provides monthly operating and capital forecasts as required
  • Manages the operation and maintenance of Transmission buildings, associated properties and equipment in accordance with established standards
  • Strategically integrate new technology into CBC/Radio-Canada\xe2\x80\x99s transmission system to effect greater efficiencies and operating flexibility
  • Responsible for managing all human, financial, physical plant and business dealings for on-going transmission operations in area of responsibility, including hiring of staff and reviewing performance
  • Responsible for the assignment of Transmission resources to plan and implement Transmission capital projects. Verifies designs and equipment selection and approves schedules and estimates
  • Monitors project schedules and spending and takes appropriate action as required. Provides forecasts to Head Office and Capital Planners on project spending if required
  • Responsible for ensuring that Engineering design and facility implementation work meets federal and provincial safety codes and standards as well as broadcast Industry Canada standards
  • Represents CBC/Radio-Canada at meetings with outside agencies, other broadcasters, cable companies, affiliates, telephone companies, provincial governments and the public in matters relating to Transmission activities
  • Provides Engineering advice and consultation to media management in matters relating to coverage extension and new station applications. Assists media with CRTC application strategy and appears as required at CRTC hearings representing Transmission in the CBC/Radio-Canada application team
  • Manages assigned capital projects and ensures that funds are spent in the most efficient and effective way. Monitors and ensures that projects are on time and within budget
  • Oversees the planning and implementation of assigned projects to ensure adherence to project objectives, budget and schedule. Co-ordinates available resources within and outside (contracts) the Department
  • Approves project estimates for the provision of transmission facilities
  • Participates in the negotiation of contracts and agreements relating to sharing of transmission facilities with outside organizations
  • Within the delegation of financial authority, approves orders and contracts with suppliers for the provision of equipment and infrastructure required for on-going operations and/or capital projects
  • Participates in elaborating strategic plans and preparing business cases for the application of new technologies in transmission projects to achieve economic advantages and savings in operating costs
  • Provides guidance and direction to Transmission staff and establishes departmental priorities in accordance with short and long-term plans. Identifies Transmission staffing requirements and develops an efficient departmental organization. Establishes a staffing succession strategy for key positions in the Transmission Division. Undertakes Transmission staff performance evaluations and recommends on improvements as required, through career development and training opportunities
  • Reports on performance relating to transmission services. Identifies areas of deficiency and initiates corrective action. Also deals with outside agencies as required (regulatory agencies, common carriers, government agencies, public, etc.)
  • Seeks to optimize the technical quality and reliability of transmitter plants and report on leased network performance in the regions. Provides advice and guidance to media on the application of RF technology in program gathering
  • Keeps abreast of new technology through seminars, training, trade shows and evaluations of new equipment, as required to ensure new & emerging solutions are being considered
  • Recommends to Senior Director, CBC/Radio-Canada Transmission and others on the need for changes in corporate standards, procedures and policies. (Safety, I.R., ES&P\xe2\x80\x99s, Property Management, etc.)
Qualifications

You possess:

Knowledge
  • Requires knowledge and experience to manage a group of technicians and managers and to deal with Engineering Consultants
  • Requires knowledge and experience in Project management
  • Requires a broad understanding of RF Transmission systems and equipment
  • Requires a good understanding of building electrical, mechanical and architectural systems
  • Requires an thorough understanding of the tender process and project management
  • Requires good understanding of computer systems and data communications
  • Registration as a Professional Engineer is a definite asset
  • Bilingualism is a definite asset
Creativity

Must be creative in motivating and creating team work with a staff of managers, technicians, clerical and administrators located in Toronto and area of responsibility. Must be innovative when looking at a wide variety of complex technical and operations problems and making sound decisions which protect CBC/Radio-Canada from legal action and financial loss.

Mental Effort

This position requires a wide and varied knowledge of Transmission business issues and an ability to handle and make decisions on a number of demands in a short time interval. The incumbent must be able to quickly analyse issues, establish priorities and exercise judgement in arriving at decisions even when there are no rules and guidelines. Long hours in the office as well as evening and weekend work are normal.

Physical Effort

The job duties involve office work plus travel throughout the area of responsibility. There will be site reviews and project inspections that will require trips to work sites with the use of 4X4, ATVs, snowmobiles and at times helicopter and small aircraft.

Interpersonal Skill

Must be able to provide clear verbal and written communiqu\xc3\xa9s to managers and staff regarding day to day and long term direction of the department. Must use judgement in the selection of terminology and use of language when dealing with personnel problems and also during business negotiations and dealing with legally sensitive issues.

Must be able to explain, in non-technical terms complex issues to non-technical colleagues. This would include presentations to senior media and corporate management.

Must have the ability to organize thoughts and present ideas and issues in a clear, concise and orderly fashion. Must be a good listener and be open to ideas and advise from others. This position could have verbal and or written communications with anyone within CBC/Radio-Canada at all levels and departments. There is frequent communication with senior private sector management and officials of government agencies.

Working Conditions

This is primarily office with frequent field trips to monitor staff and system performance.
