In this role, the incumbent is responsible for overseeing and coordinating the activities of multiple stakeholders in establishing the threat assessment programs required to ensure the safety and security of the UBC Community.This position is accountable to the sustained development of cross functional threat assessment teams, supporting escalation and risk mitigation strategies, including liaison to the UBC Threat Assessment Committee.Organizational StatusReports to the Director, Campus Security. This position works closely with multiple internal and external stakeholders to ensure threats are both reported and assessed in a cross functional manner. Working collaboratively with emergency services (eg. RCMP), senior university stakeholders, including VP Students, Human Resources and Office of University Counsel, among others, this role is also the primary liaison to the Threat Assessment Committee. Considered the University expert on threat management, will be required to present and engage with senior executives, including the Board of Directors.Leadership in Threat Assessment / Strategic ExpertiseResponsible for the strategic and operational leadership, vision and oversight to the University\xe2\x80\x99s Threat Assessment Programs, inclusive of the multi-disciplinary assessment team and Threat Assessment CommitteeDevelop and lead both the threat assessment and behavioural assessment teams to identify, assess and manage threats to the UBC Community in collaboration with senior leaders across the universityResponsible for the development and implementation of mitigation and management strategies in particular to threat assessment functionContribute key input into the development of high security event management plans for specific activities or events that may require enhanced protective plans and protective services; and participates in the debriefing and evaluation of completed events.Provide assessment briefing/reports to Executive and Board Committees that includes risk mitigation recommendations, while managing sensitive or confidential information.Deliver updates and formal reports, KPI\xe2\x80\x99s to the relevant committee and stakeholders, including the Threat Assessment Committee, Executive Team, and Board Committees, as necessary.Conduct open-source data collection and research in support of threat assessment, aligned to UBC policy and associated legislationDevelopment of UBC\xe2\x80\x99s Threat Assessment Program / Technical ExpertiseDevelop and maintain threat assessment evaluation method consistent across the University as foundation for assessing potential threats by utilizing structured professional judgement tools, such as SARA, HCR-20, WVR-21, SAM, RSVP, etc.Responsible for the administration of annual budget related to threat assessment and management functionsEstablish the policies, procedures, protocols and resources related to violence prevention, threat assessment and management for the UBC communitySeek and build positive relationships with external stakeholders, including police and emergency response services, industry associations and leaders, to ensure that threat assessment policies and procedures remain up to date with research, best practices and field standardsEnsure systems are established to adequate implement security measures for identified and assessed threatsLead the creation and maintaining of proactive security plans for mitigating evolving threatsLead the creation of a platform to distribute the sharing of escalated risks and/or concerns through established reporting mechanisms, including technology requirements and associated processesOversee the monitoring and tracing of cases to track progress, ensure compliance with recommendations and on-going assessment, and address new or emerging concerns as they ariseThreat Assessment - Community Awareness and TrainingDesign and deliver internal and external community training programs (eg. education and awareness programs for staff and managers), that support the recognition of concerning behaviors and actions required for intervention, including documentation, reporting or escalationsDetermines appropriate training requirements for functions within UBC\xe2\x80\x99s broader capacity to identify and escalate threats, which may require oversight of training outcomes and delivery, in collaboration with external partnersLeads the collaborative effort with UBC campus partners to identify partnership and collaboration opportunities in the development of a community-based approach in the assessment and management of threats to the UBC Campus CommunityConsequence of Error/JudgementThe Senior Manager, Threat Assessment Programs is expected to make decisions with limited consultation. Decisions regarding threat assessment outcomes, incident escalations and risk mitigation strategies can have a direct impact on the safety of staff, students, faculty and others on campus. Actions can have a severe and direct impact on the reputation of the university, liability and regulatory compliance and the morale of staff. Failure to adequately perform could significantly and negatively impact the safety and security of the campus community.The incumbent must effectively manage complex situations while ensuring compliance with UBC policy, regulations and associated legislation. While a portion of each task is documented, many unique or exceptional circumstances occur which have to be proactively resolved. It is in these situations where the incumbent must utilize excellent problem-solving skills, professional experience and judgment to complete the task.Supervision ReceivedThe Senior Manager, Threat Assessment Programs works independently with considerable autonomy. The position works closely with senior leaders on cross functional threat assessment teams, executive steering committees and the Safety and Risk Services leadership team. Reporting directly to the Director, Campus Security, the work is reviewed in terms of achievement of operational targets and long-term strategic goals.Supervision GivenThe Senior Manager, Threat Assessment Programs will oversee the threat assessment work completed by associated units within campus security, as well as coordinate supporting processes in adjacent departments. This position will also lead a cross functional assessment team.Minimum QualificationsUndergraduate degree in a related field, Graduate degree considered an assetMinimum of five years of related job experience including at least two years in area of specialization or the equivalent combination of education and experience.Experience in conducting threat assessments and developing management strategies.Training and experience in the use of Professional Structured Judgmental threat assessment tools (i.e. WAVR-21, HCR-20, SARA, SAM, RSVP, etc).Availability to work after hours and weekends for emergencies and threat cases.Valid BC driver\xe2\x80\x99s license is required.Willingness to respect diverse perspectives, including perspectives in conflict with one\xe2\x80\x99s ownDemonstrates a commitment to enhancing one\xe2\x80\x99s own awareness, knowledge, and skills related to equity, diversity, and inclusion\xef\x82\xb7Preferred QualificationsExperience within a higher education setting, or similar work environments, working with multi-unit, multi-disciplinary teams, and coordinating institutional processes.Professional Certification and associated membership related to the role: CATAP (CTM) and ASIS (CPP) is preferredKnowledge and understanding of violence prevention, violence intervention techniques, interpersonal and targeted violence as well as associated legislation.Demonstrated ability to review and interpret threat assessment tools and formulate interventions to minimize risk of violence and to provide crisis intervention and response, case management support in field/crisis settings, and information and referral.Ability to act independently in a dynamic and demanding environment and resolve escalated issues utilizing knowledge or procedures.Ability to develop and implement strategic plans, policies and procedures and manage projects through to completion, that involve complex and sensitive issuesDemonstrated stakeholder management skills at working collaboratively and effectively across a broad range of operational environmentsProven record of organizational and case management skills, including the ability to prioritize and work effectively under pressure to meet deadlinesExcellent interpersonal skills and the proven ability to collaborate and coordinate with other staff, law enforcement, courts, and mental health professionals.Exceptional leadership skills with emphasis on decision making, problem solving and the ability to foster a motivating and respectful environment.Demonstrated ability to communicate with, help de-escalate, and support university community members (students, faculty, staff) in high-stress situations, including providing necessary interventions and resources.Demonstrated ability to develop and implement comprehensive and multi-faceted communications, for both case presentation as well as education/training programs for varied audiences.Experience planning and conducting corporate or specialized investigations (e.g., conduct investigations, police investigation, mental health evaluation)Experience delivering training related to violence risk (e.g., violence prevention, violence risk assessment and management, safety planning)Ability to effectively manage organizational resources (e.g. people, materials, assets, budget) with strong analytical abilities and close attention to detail and follow through.Ability to independently and effectively manage caseloads, tasks and schedulesAbility to collect and handle confidential and/or sensitive information, while exercising a high degree of discretion and impartiality, aligned to relevant legislation and UBC policyEffective and applied knowledge of Microsoft Suite (i.e. Word, Excel, Visio, PowerPoint) and other collaboration tools.
